policies section of the Stormwater Management Plan are geared towards achieving the <br />City's water conservation efforts and goals. <br />SUMMARY GOALS AND POLICIES: <br />This section of the Stormwater Management Plan will set the goals and policies for the <br />way the City evaluates and guides the construction of water resource facilities for <br />developments. <br />The policies reduce stormwater runoff to minimize the damage that may occur to lakes, <br />streams, and wetlands due to development. The policies reduce the amount of ground <br />water (clean drinking water) used for irrigation by requiring developments to evaluate <br />stormater reuse as a way to irrigate the site. The policies state that the City will develop <br />plans to infiltrate regionally as an alternate to individual separate infiltration areas for <br />each development that may be difficult to maintain. The policies encourage the <br />substitution from groundwater use to surfacewater use wherever possible and seeks to <br />replenish the groundwater supply and to recharge the aquifer. <br />CONCLUSION/RECOMMENDATION: <br />Staff recommends the Planning Commission review the goal and polices for the creation <br />of the Stormwater Management Plan and provide comments to staff. No formal action is <br />required at this time. <br />If the Planning Commission is comfortable with the goals and policies staff will forward <br />the comments on to the City Council. The City Council will also review and comment on <br />the section and will provide direction on completing the Stormwater Management Plan <br />based on the goals and policies. <br />Incorporating the Stormwater Management Plan into the Comprehensive Plan will occur <br />through the Comprehensive Plan Amendment process.
