Orchard Hill Senior Housing Community - Site Plan <br />Page 7 <br />DrainagelGrading <br />The Stormwater runoff for the Lavalle Fields plat as a whole will be collected in a new storm <br />sewer system. The system will discharge to a new pond located on the ditch alignment east of <br />Oneka Parkway, which will be constructed during Phase 2 of the development. The stormwater <br />facility, once constructed, will serve the entire development, as well as runoff from Lion's Park <br />and the proposed future extension of 147th Street. The stormwater system will include a water <br />reuse component, which will be designed to provide stormwater for irrigation of Lion's Park and <br />the development property including Orchard Hills. <br />The site plan includes a stormwater management pond/infiltration area designed to serve the <br />Orchard Hills facility. The facility is located such that it could be eliminated in the future once <br />the regional system is constructed. By managing stormwater in this fashion, there will be <br />maximum flexibility in the future related to storm sewer piping locations as they are installed to <br />the north through Phase 2. <br />Staff is currently working with the applicant to finalize the technical design of the stormwater <br />management facilities, and will issue a permit for stormwater once the remaining items are <br />resolved. Drainage and utility easements over the stormwater facilities will be provided as part of <br />the final plat for Lavalle Fields. <br />Utilities <br />Sanitary sewer and water service is available to the site along the property boundary. The <br />sanitary sewer and watermain will be extended within the site, and designed such that it can <br />serve future development phases. A portion of the sewer and water improvements will be owned <br />and maintained by the City following construction and acceptance of the improvements. <br />Drainage and Utility easements over the public utility segments will be included on the Final Plat <br />for Lavalle Fields. <br />Wetlands <br />There are no wetlands on the property proposed for the site plan. <br />Park Dedication <br />The park dedication is proposed to be satisfied by the park land dedication with the final plat for <br />Lavalle Fields. if the park dedication does not occur, the applicant will be required to satisfy the <br />park dedication as required in the City Code at $2,400 per unit. <br />4. CONCLUSION: <br />The applicant has done a good job with the overall site plan and design of the building. Staff will <br />continue to work with the application on the recommended revisons. <br />
