Planning Commission Minutes — February 13, 2014 <br />Page 2 <br />Update on Met Council's Population Forecasts <br />At its October 10, 2013 meeting, Planning Commission discussed Thrive MSP 2040 and the <br />preliminary forecasts included in the plan for the City of Hugo. At that time they made a <br />recommendation to the City Council to provide a comment letter to the Met Council to keep the <br />forecasted numbers from the 2030 Comprehensive Plan. <br />Planner Rachel Juba explained that Thrive MSP is a long-range plan for the seven county metro <br />region that includes forecasts of population, households and employment. The population <br />numbers in the initial forecast were significantly lower for Hugo than the 2030 forecast used in <br />the City's last Comprehensive Plan for the development of infrastructure and the MUSA area. In <br />developing the 2030 Comprehensive plan, the forecasted population was 40,000 people by 2040, <br />and the preliminary forecast had been lowered to 23,200. Staff was directed to send a letter to <br />the Metropolitan Council requesting the forecasts be revised to a population of 40,000 people by <br />2040. On February 19, 2014, the Met Council released the revised population forecast for Hugo <br />at 31,300 and are allowing another comment period, which will end on April 28, 2014. <br />Arcand made a motion, seconded by Gwynn, to recommendation to the City Council to provide a <br />comment letter to the Met Council to keep the forecasted numbers from the 2030 <br />Comprehensive Plan. <br />All Ayes, motion carried. <br />Adiournment <br />Arcand motioned, Kleissler seconded, to adjourn at 7:00 pm. <br />All Ayes, motion carried. <br />Meeting adjourned. <br />Rachel Juba <br />Planner <br />
