LaValle Fields Preliminary Plat and PUD <br />Page 9 <br />The applicant is not proposing any locations for signs. The applicant shall provide an overall sign <br />plan for the development. <br />Wetlands <br />A wetland delineation has been completed for the entire portion of the property located east of <br />Oneka Parkway. The wetland delineation report for the easterly edge of the wetland adjacent to <br />the proposed development area has been approved by the City of Hugo (as LGU). The wetland <br />delineation report for the remainder of property has yet to be submitted by the applicant, and <br />needs to be reviewed and approved by the City prior to consideration of the final plat. <br />The preliminary development plan as shown does not indicate any proposed wetland impacts in <br />the area adjacent to the first phase of the development. <br />Stormwater Management <br />Stormwater runoff on the site will be collected in a new storm sewer system. The system will <br />discharge to a new pond located on the ditch alignment east of Oneka Parkway. The applicant <br />has sized the pond to accommodate runoff from the development, City park, and from the <br />proposed future extension of 147th Street. <br />Stormwater runoff volume control must be provided for the development and must be addressed <br />by the applicant prior to final approvals. This requirement could be addressed by implementing a <br />stormwater reuse / irrigation system that would use water in the pond to irrigate the City's park <br />and/or the development property. if this option is pursued, the responsibilities and costs to <br />construct, operate, and maintain the facility would need to be determined. The requirement could <br />also be addressed by constructing infiltration basins / raingardens within the upland development <br />area if a reuse option is not feasible. <br />The' proposed pond is within existing FEMA. floodplain area. As a result, there will need to be <br />modifications made to the existing regulatory floodplain. Vie expect that this issue can be <br />resolved during final design, once the specific impacts can be quantified. <br />Staff will continue to work with the applicant to address the technical design and other minor <br />issues related to the project as the project moves forward. <br />Utilities <br />Sanitary sewer service is available to the site along the southerly boundary of the property. The <br />sanitary sewer is preliminarily designed to provide service to the first phase of the project, as <br />well as to future phases. <br />City water service is available to the site near CSAH 8 as well as the Finale Avenue/Upper 146th <br />Street intersection. The water system is preliminarily designed with private services within the <br />first and future phases of the development. There will also be a segment of public watermain <br />
