The existing neighborhood includes a mix <br />of residential and commercial traffic, and generates an estimated 700-800 trips on a typical <br />weekday not including events at Lion's Park or City Hall. We expect that future multi -family <br />phases will generate far more traffic than the first phase of the project. As a result, the City <br />should consider requiring a number of phased transportation improvements to support the <br />additional traffic and provide access to the development property. A summary of the proposed <br />improvements is as follows: <br />Phase 1— Senior Care Facility <br />Access to the site is available via existing roadways in the neighborhood. 145' Street (former <br />County Road 8) is designed to accommodate far more traffic than it does currently. The other <br />roadways within the neighborhood are residential in nature and are not designed to accommodate <br />large traffic volumes. The primary access route to the facility as part of this phase will likely be <br />via 145'' Street and Finale Avenue, although there are other routes available. -A summary of the <br />roadway improvements is as follows: <br />• Finale Avenue — 145'' Street to 146'' Street: Currently a 20 -foot wide roadway, this <br />segment would be reconstructed as an urban -section roadway to a width of 26 feet <br />consistent with other neighborhood streets in the City. This roadway improvement would <br />occur as part of the applicant's site development improvements. <br />Phase 2 — Multi -family Residential <br />As future phases of the development are constructed, we expect a substantial increase in traffic <br />within the area. As such, new transportation facilities will need to be constructed to <br />accommodate the new traffic and minimize impacts to the existing neighborhood. A summary is <br />as follows: <br />Finale Avenue —146th Street to 147'' Street: This segment of roadway is not adequate to <br />accommodate the level of traffic expected with the proposed residential development, and <br />will need to be reconstructed. The preliminary plans include a realignment of the <br />roadway segment, which meets City requirements as shown. We anticipate that this <br />roadway would be constructed as part of the site development in the next phase of <br />development. <br />147'h Street — Fitzgerald Avenue to Oneka Parkway: This roadway segment is included <br />as a collector roadway in the City's Comprehensive Transportation Plan. A portion of <br />this segment is existing and provides access to Lion's Park, and the remainder would be {4 <br />new roadway segment. Once completed, the roadway would serve as an important <br />connection between the property and Oneka Parkway/CSAH 8 and Highway 61. The <br />roadway would be designed to a width of 32 feet, and include a bituminous trail on one <br />side of the road.
