Planning Commission Meeting July 11, 2002 - page 2 <br />Rosenquist cautioned that the building be constructed to meet commercial standards should a <br />home-based business be allowed there. <br />Kleissler asked Thompson if he understood that the conditional use permit was only for the <br />construction of the pole building. Thompson said he understood that he would need to apply for a <br />conditional use permit for the business should the ordinance be changed to allow it. <br />Malaski made motion, Peltier seconded, to recommend approval of the conditional use permit to <br />allow a 4,500 square foot pole building at 13755 Elmcrest Avenue North. <br />All Ayes. Motion carried. <br />North Suburban Development - Oneka Lake View South Plat <br />The Planning Commission held a public hearing to consider the application of North Suburban <br />Development, 1630 NE Highway 10, Spring Lake Park for a conditional use permit and <br />preliminary plat approval for six twinhome lots on 20.09 acres located south of Oneka Lake <br />Boulevard between Geneva Avenue and Goodview Avenue. <br />Staff recommended denial of the conditional use permit and preliminary plat. Staff found that, <br />because of the wetlands, it would be difficult for the twinhomes to meet the minimum floor area <br />requirement for single family homes, which is 960 feet for single level homes and 1,200 square <br />feet for two level homes, and the lots would have very limited yard space. Staff also found that <br />the development would not have adequate access, and the common driveway would encroach <br />upon the drainage and utility easement. Staff felt the applicant could enjoy a reasonable use of the <br />property by constructing a single-family home on the lot. <br />Schumann opened the public hearing. <br />Leroy Miller, 6129 150th St. N., asked if it was the same developer who did the Oneka Lake View <br />townhomes he lived in. <br />Engineer Ken Gust said the property would be sold to Seth Marshall, 14641 Krypton St., Ramsey, <br />if the plat is approved. <br />Miller said he there was already a lot of traffic on Oneka Lake Boulevard, and the land they were <br />proposing to build the townhomes on was a swamp. <br />Diane LaRock, 6117 1501h St. N., was not in favor of the development because of the access to <br />Oneka Lake Boulevard. LaRock said the Oneka Lake Townhomes had been denied access to <br />Oneka Lake Boulevard because it was determined to be hazardous. <br />A resident at 6137 150`h St. N., said he was not in favor of the development because it would <br />impact the wetland easements and he felt the wetlands should be preserved. <br />
