Planning Commission Meeting July 11, 2002 - page 4 <br />and met the intent of the PUD zoning district by providing integrated lifestyles and life cycle <br />housing, and preserving the natural features of the property. <br />The developer would provide new public streets to serve the proposed homes. The developer <br />would extend the public street from the Centex development on the east and would wind the <br />public street through the development. City staff (including the City Engineer and Fire Chief) had <br />reviewed the proposed one-way streets and were recommending some minor revisions. Staff <br />found the development also exceeded the minimum parking requirements. <br />The developer requested 6 -foot garage side yard setbacks where 10 feet is normally required. The <br />10 -foot side yard setback would be retained on the living area side of the homes. The reduced <br />setback would allow the developer provide smaller yard areas in the two blocks adjacent to the <br />Centex development. The homes on these lots would be part of a homeowners association that <br />would maintain the yard areas. The homes would provide a transition from the adjacent <br />townhomes on the east and south to the larger single family detached home lots in the western <br />portion of this development. <br />The City had identified the need for a trail along the main street through this project. The <br />developer proposed to construct an 8 -foot trail to provide access through this site to the proposed <br />City park. Staff recommended the developer provide a trail on the north side of the entry drive <br />between the Centex development and the first north/south cul de sac. <br />The City -owned Clearwater Creek Park is adjacent to this property --directly northeast of this <br />initial phase. This park would provide most of the recreational need of the residents in this area, <br />but the developer has also proposed to provide Outlot A as an active City park. The Park <br />Commission reviewed the plat at their July 10, 2002 and requested a trail and road extend into the <br />City Park. <br />Schumann opened the public hearing. <br />Dennis Thompson, 13755 Elmcrest Avenue North, was concerned about the shared driveway. <br />Thompson said it was a quiet road and was concerned it would turn into a short cut to the west. <br />John Peterson said they could put a chain across it that would allow emergency vehicles to drive <br />through it. <br />There were no other comments so Schumann closed the public hearing. <br />Malaski made motion, Kleissler seconded, to recommend approval of the ordinance approving the <br />rezoning to PUD, and approving the resolutions approving the findings of fact for rezoning, PUD <br />general plan, and preliminary plat, adding that conditions be added requiring an extension of the <br />cul-de-sac and trail to the City park, an easement for a future trail along Clearwater Creek, and the <br />shared driveway have adequate Class 5 rock and a breakaway gate approved by the Fire <br />Department. <br />All Ayes. Motion carried. <br />
