Planning Commission Meeting July 25, 2002 - page 2 <br />Gerry Philipson, 6050 148th St. N., asked where the water would go. The Planner said it was <br />unclear how the water would be managed and that was one of the reasons staff was requesting it <br />be tabled. <br />Jackie Vossen, 6259 152nd St. N., was concerned about how the proposed development would <br />impact the traffic on Goodview Ave. <br />Diana LaRock, 6117 150th St. N., questioned whether the well would be operational in time to <br />serve the development. The Community Development Director said one well was done, one was <br />in the construction phase, and the new water tower would be completed in the fall. <br />Schumann recessed the public hearing. <br />The Commission discussed possible connections of 150th to the west and the possibility of <br />obtaining an easement from the developer to provide for it. The Commission also stated water <br />drainage needed to be carefully addressed. <br />Schumann made motion, McRoberts seconded, to table this item to allow the applicant additional <br />time to address the outstanding issues. <br />All Ayes. Motion carried. <br />Oneka Ponds <br />The Planning Commission held a public hearing to consider the request of Fegowi Development, <br />Inc., 920 West Broadway, Forest Lake, for a preliminary plat for "Oneka Ponds" consisting of 68 <br />lots and one outlot for property located north of Sweet Grass Meadows, west of Oneka Lake and <br />east of Highway 61. The plat would consist of 68 single family detached home lots and one <br />outlot. The density of the project would be approximately 1.5 units per acre; however, staff could <br />not confirm the density until a revised wetland delineation was completed as directed by the <br />wetland TEP (technical evaluation panel). <br />On February 28, 2002, the Planning Commission had reviewed a sketch plan for the subject <br />property and offered a number of comments. Staff felt the plan considered this evening was <br />virtually unchanged from the plan reviewed in February. <br />Greg Bernier, 15409 Forest Blvd. N., had several concerns about the development. He said the <br />property should be rezoned to light commercial or business; the noise from Industrial Painting, <br />5858 152nd St. N. was extreme, especially when they ran the sandblasting booth during the <br />evening into the early morning hours; berms should be constructed on the west side of the <br />property; and the proposed lots 40-45 were located in a wetland (Bernier showed a picture of what <br />that portion of the parcel looked like). Bernier invited the Commission to sit behind his house at <br />10:00 pm to listen to the noise from the industrial buildings. <br />A resident at 6238 157th St. N. asked where additional parking for the proposed development <br />would be. She was concerned about more traffic on Oneka Lake Blvd., and she said there should <br />
