She was also concerned about the displacement of <br />the wildlife. <br />Wally Stoltzman, 8139 157`h St., said he was on the Council when the Sweet Grass Meadows <br />subdivision was approved, and there were concerns about the impact of the industrial park then. <br />He also pointed out that it was Fegowi Development that had sold the parcel to Industrial Paint. <br />Stoltzman expressed concerns about the wetland and water drainage and questioned whether the <br />ditch would be brought into compliance. <br />Bernier said the berming constructed as part of Sweet Grass Meadows consisted mostly of blue <br />clay, which grows nothing, and if berming is required, the City should make sure it's good soil. <br />Jim Hedquist, 6128 152nd St., asked who the builders were, and the developer gave him the name <br />of the three proposed builders. Hedquist was concerned about the traffic at the intersection of <br />147`h and TH61, noise from the industrial park, berms with no trees, and grading of property to the <br />proper level. <br />Jackie Vossen, 6259 152nd St., expressed concerns about the increase in traffic and the draining of <br />the ponds in the proposed development into the ponds of their development (Sweet Grass <br />Meadows 3rd Addition). The Community Development Director said drainage would be improved <br />with the ditch project. <br />(McRoberts left at 8:45 pm.) <br />William McCully, Engineer for the project, addressed the residents' concerns saying the proposed <br />development would provide an outlet for the water from Sweet Grass Meadows 3rd Addition and <br />would be taking water off their properties. He said the plan elevation would meet the existing <br />flood plain elevation of 934 feet, and they would be avoiding wetlands except for lots 7-9. <br />McCully also said that having ponds would improve the water quality, and Outlot A would be <br />available should the City want to acquire it for a ballfield. <br />Schumann recessed the public hearing. <br />Malaski said she did not approve of lots in the shoreland area in Block 1 and some lots did not <br />meet minimum lot requirements. She also said she had a problem with the amount of ponding on <br />the site and with the necessary fill needed on lots 7, 8 and 9 in order to make them buildable sites. <br />Malaski said she felt an emergency vehicle access in the southwest corner of the site was a <br />necessity. <br />Bailly agreed with Malaski saying there should not be homes built on lots 7, 8 and 9. Bailly said <br />she would prefer fewer large ponds over the many small ponds shown on the site, and would like <br />to see sidewalks and wider roads that would allow for parking. <br />Kleissler said she felt there was too much ponding and too many driveways off Goodview <br />Avenue. She said noise from the industrial park was an issue and that the development would <br />have to be coordinated with the improvements to the ditch. <br />
