Planning Commission Meeting September 26, 2002- page 2 <br />addition. The applicant never constructed this addition. Richard Opus, owner of Northside <br />Construction, said the reason they never constructed the building in 1989 was because they were <br />under a contract for deed for the existing building and were unable to obtain the construction loan <br />for the addition. Opus said their needs were greater now than anticipated, and they would like to <br />build a larger addition. <br />Staff found that the proposed building addition met all site plan and performance standards <br />outlined in the City's Comprehensive Land Use regulations, and therefore, recommended <br />approval. <br />Schumann made motion, Peltier seconded, to recommend approval of the site plan for Northside <br />Construction subject to the conditions in the draft resolution prepared by staff. <br />All Ayes. Motion carried. <br />Fegowi Development - Oneka Ponds <br />The Commission continued the public hearing to consider the request of Fegowi Development, <br />Inc, 920 West Broadway, Forest Lake, for a preliminary plat for "Oneka Ponds" consisting of 68 <br />lots and one outlot for property located north of Sweetgrass Meadows, west of Oneka Lake and <br />east of Highway 61. The Commission considered the application at the July 25, 2002 meeting and <br />tabled the item to allow the applicant additional time to address the City's concerns. The <br />applicant had revised the plans to address the majority of the concerns identified at that meeting. <br />Kendra Lindahl, City Planner, provided an overview of the changes made by the developer to the <br />Oneka Ponds plat. <br />Pete Willenbring, City Water Resource Engineer, addressed drainage issues and stated that the <br />plat complied with the City's Surface Water Management Plan. Willenbring explained the 165`h <br />ditch project and the effects it would have on the drainage system. He said the proposed <br />development would provide significant elements to improve drainage throughout the area. <br />Schumann continued the public hearing. <br />William McCully, Engineer for Glen Rehbein Companies, explained how they addressed the <br />concerns the Commission had regarding ponding, wetlands, stormwater management, driveways, <br />roads, and sidewalks. <br />Greg Bernier, 14509 Forest Boulevard said the plat was looking better and he liked the improved <br />drainage. He was concerned about the treeline in the SE corner, which had screened him from the <br />industrial property, because most of the screening had been torn out with the sewer installation <br />project. He did not want to see the remaining screening destroyed. <br />The Community Development Director explained that the proposed development should not <br />impact the remaining screening. McCully said they were not proposing additional screening for <br />
