Planning Commission Meeting March 28, 2000- page 2 <br />approval of the Conditional Use Permit. He also stated in his staff report that Chapter 40-12 of the City Code <br />allows mobile homes or modular homes as a temporary residence in hardship situations, provide approval is <br />granted by the City Council and the permit is renewed every 90 days. Because the family member intended to <br />occupy the home for an extended period of time, the applicant requested a conditional use permit so the home <br />could remain on the property without having to renew the permit every 90 days, as well as pay $25.00. <br />Schumann opened the public hearing. <br />Colonna explained his daughter had kidney disease and they were uncertain at this time what the outcome <br />would be. He said he considered subdividing the property to allow a principle dwelling on each parcel but it <br />would be tough to do so because the wetlands would cause the property behind the home to become landlocked. <br />There were no other comments. Schumann closed the public hearing. <br />The Planning Commission discussed whether is should be handled as a hardship under City Code 40-12 and <br />issued a temporary mobile home permit, or if a conditional use permit should be issued under Section 6.2 of the <br />City Comprehensive Land Use Regulations. <br />Schumann made motion, Peltier seconded, to recommend a temporary mobile home permit be issued per City <br />Code Chapter 40-12, modifying the renewal requirement to have the permit renewed every year instead of every <br />90 days, and waving the $25.00 renewal fee. <br />Ayes: Kleissler, Peltier, Rooney, Rosenquist, Schumann <br />Nay: McRoberts <br />Motion carried. <br />THIS APPLICATION WAS DISSCUSSED AGAIN LATER THIS EVENING. <br />Site Plan (Sixty-one Stop) <br />The Planning Commission considered the application of Mark Granger for site plan approval for Sixty -One Stop <br />Inc. for a 1, 120 square foot bank building and a 600 square foot addition to the convenience store building on <br />the property located at 14815 Forest Boulevard North. Lake Area Bank would operate a branch office on the <br />site consisting of several tellers and a drive up window. <br />The Community Development Director reviewed his staff report with the Planning Commission, recommending <br />denial of the site plan because the proposed site plan fails to comply with ordinance standards. The Planning <br />Commission was in agreement that the site does not contain adequate parking, circulation, or stacking area for <br />the proposed uses. <br />Rosenquist made motion to table the request to allow them time to create another site plan. Other members of <br />the Planning Commission said they wanted to hear from the applicant so they could give him feedback on the <br />request. Rosenquist withdrew his motion. <br />
