Motion carried. <br />Amendment to Cluster Ordinance <br />The Planning Commission held a public hearing to consider the request of Sedona Homes for an amendment to the <br />Cluster Housing section of the City's zoning ordinance, specifically, that the City consider increasing the density <br />bonus from 50 to 100 percent. In exchange for the greater density, the applicant is proposed an increase in the open <br />space requirement from 50 to 70 percent. Additionally, to accommodate the additional units with the increased open <br />space requirement, the applicant suggested that the City permit a 0.75 -acre minimum lot size in cluster <br />developments. The draft ordinance submitted by the applicant suggests that the City require greater setbacks and <br />screening from existing homes and public roads as a means of preserving Hugo's "rural character". <br />Rosenquist was concerned about the potential increase in traffic in the rural areas and the use of common septic <br />systems. He said he didn't feel that large neighborhoods should be in the backyards of agricultural parcels. <br />Rooney did not support the proposed ordinance because he didn't feel cluster housing should be in the Agricultural <br />District. <br />McRoberts questioned what was wrong with the cluster ordinance we currently have in place. <br />Brownen thinks the proposed change to the Zoning Ordinance was premature. <br />Malaksi said she liked the idea of the open space but felt the proposed change was more than Hugo was ready to <br />receive. Malaski also stated she was opposed to shared driveways. <br />Schumann said they should consider revising their present cluster ordinance. <br />Schumann opened the public hearing. <br />Tod Dresher, architecture working with Sedona homes, said the current cluster code lacks qualitative statements and <br />encourages stovepipe developments. <br />There were no other comments, and Schumann closed the public hearing. <br />Schumann made motion, Peltier seconded, to table the request. <br />Ayes: Schumann <br />Nay: Kleissler, Malaski, McRoberts, Peltier, Rooney, Rosenquist <br />Motion failed. <br />Rosenquist made motion, McRoberts seconded, to deny the request to amend the cluster housing portion of the <br />ordinance. <br />Ayes: Kleissler, Malaski, McRoberts, Peltier, Rooney, Rosenquist <br />
