MINUTES FOR THE HUGO PLANNING COMMISSION MEETING <br />March 22, 2000 <br />The meeting was called to order by Planning Commission Chairperson Puleo 7:05 p.m. <br />PRESENT: Kellison, McRoberts, Peltier, Schumann, Puleo <br />City Administrator, Bob Museus <br />Deputy Clerk, Michele Lindau <br />City Planer, Jeff Lutz <br />ABSENT: Kleissler, Malaski <br />Minutes of February 23, 2000 <br />Schumann made motion, Kellison seconded, to approve the minutes of February 22, 2000, as submitted. <br />AYES: Kellison, Schumann, McRoberts <br />ABSTAIN: Peltier, Puleo <br />Motion carried. <br />Minor Subdivision (Mogren) <br />The Planning Commission considered the request of Chris Mogren, 6006 25th Circle N., Oakdale, to <br />subdivide a 25 acre parcel located at 7310 132nd St. N. into two equal parcels. The Planning Commission <br />held a public hearing on this request at their regular meeting of February 23, 2000, and tabled action on the <br />subdivision to allow staff to explore the possibility of a 66' wide road right-of-way on the property rather <br />than a driveway easement. Staff had no objection to establishing a 66' wide road right-of-way across the <br />property as long as the roadway was improved to the City's rural minor street standard as part of the <br />development, i.e. 24' wide paved 10 -ton road. <br />Mr. Mogren asked the Planning Commission to table consideration of his request to allow him time to work <br />out details with his surveyor. <br />Schumann made motion, Peltier seconded, to table the request for the minor subdivision until the Planning <br />Commission meeting of April 26, 2000. <br />All AYES. Motion carried. <br />2020 Urban Development Boundary Adiustment <br />The Planning Commission held a public hearing to consider an amendment to the Comprehensive Plan for <br />an adjustment of the 2020 Urban Development Boundary and a revision to the City's Comprehensive Plan <br />to reflect the City's use of the Centerville Interceptor along 145th Street. <br />Specifically considered was removing 54.3 acres of agriculturally zoned property owned by Bernin and <br />Riopel along the west edge of Oneka Lake from the City's 2020 Urban Development Area, and replace it <br />with 74.8 acres owned by Puleo and Aplikowski along Forest Boulevard. <br />One of the properties affected by the 2020 Urban Boundary change belonged to Planning Commission <br />Member Frank Puleo, so he excused himself from the Commission and turned the chair over to vice - <br />chairperson Schumann. <br />Schumann asked if proper notice was published, and the Deputy Clerk stated it was. He then opened the <br />public hearing. <br />
