Planning Commission Meeting October 25, 2000- page 2 <br />'UD Concent Plan Approval (Victor Gardensl <br />The Planning Commission held a public hearing to consider the request of Pratt -Amt -Oakwood, LLC, 1611 <br />Hwy 10 NE, Spring Lake Park, MN 55432,for concept plan approval for a Planned Unit Development (PUD) to <br />be known as Victor Gardens, located north and south of CSAH 8 along Elmcrest Avenue. Pratt -Amt -Oakwood, <br />LLC, had received PUD and preliminary plat approval on this parcel on September 7, 1999 for a development to <br />be known as Wenzel Farms. The requested PUD for Victor Gardens would revise and replace the former <br />Wenzel Farms PUD. <br />The PUD plan for Victor Gardens, as submitted, consists of approximately 670 housing units including 120 <br />"traditional" single-family homes, 83 "cottage" homes, 26 attached two family dwellings, and 441 attached <br />townhomes and apartment units. The plan also consists of approximately 185,000 square feet for office, retail, <br />and institutional uses. The proposed planning and design approach is commonly referred to as Traditional <br />Neighborhood Development. <br />The team for Victor Gardens included Len Pratt, Pratt Homes; John Peterson, Oakwood Land Development; <br />Gene Arnt, Amt Construction; Homer Thompkins, Developer of Liberty on the Lake in Stillwater; Mark <br />Putman, Putman Planning & Design; and Dwight Jelle, Westwood Professional Services. They answered many <br />questions from the Planning Commission regarding the proposed development. <br />Joe McMahon, Hugo Volunteer Fire Department Fire Chief, provided his comments on road widths, and stated <br />he was not entirely comfortable with the 21' foot one-way street if parking was allowed. <br />tobin LaCasse, 13905 Elmcrest Avenue, and John Elder, 13920 Elmcrest Avenue, said they were happier with <br />this development than those they've seen in the past and liked the ideas of sidewalks all through the <br />development. Additionally, they were satisfied with the proposed alignment and vacation of a portion of <br />Elmcrest Avenue. <br />Peltier made motion, Buller seconded, to table Victor Garden, continue public hearing on November 8, 2000, <br />and adjourn this meeting at 9:45 pm. <br />All Ayes.
