MINUTES <br />HUGO PLANNING COMMISSION <br />December 20, 2000 <br />Chairman Puleo called the meeting of the Hugo Planning Commission to order at 7:01 p.m. <br />PRESENT: Malaski, McRoberts, Puleo, Rooney, Schumann <br />(Kleissler arrived at 7:05, and Buller arrived at 7:14) <br />Community Development Director, John Rask <br />Deputy Clerk, Michele Lindau <br />ABSENT: Peltier <br />Minutes of November 8, 2000 <br />Schumann made motion, Rooney seconded, to approve the Planning Commission minutes of November 8, <br />2000, as submitted. <br />Thanks from the Mayor <br />Mayor Walter Stoltzman extended his thanks and sincere appreciation to the Planning Commission for their <br />work during his term. Mayor Stoltzman's term ends December 31, 2000. <br />Conditional Use Permit -Hugo Elementary <br />The Planning Commission held a pubic hearing to consider the request of White Bear Lake Public Schools, <br />Independent School District 624, for a Conditional Use Permit for six temporary classroom buildings at Hugo <br />Elementary School located at 14895 Francesca Avenue North. <br />The Community Development Director reviewed the staff report and draft Conditional Use Permit with the <br />Planning Commission. <br />Chuck Corlis from the White Bear School District was present to answer questions. When asked what the <br />School District's options were, he said they could increase class size, move kindergarten or fifth grade classes to <br />another school, or bus children to schools in the southern part of the White Bear Lake School District where <br />there is decreasing enrollment. <br />Corlis, the Planning Commission, and the Community Development Director discussed road requirements, fire <br />safety requirements, parking requirements, and the necessity of the additional classroom space. <br />Puleo opened the public hearing. <br />Mayor Stoltzman said he had conversations over the past years with Barbara Kearns, Principal at Hugo <br />Elementary School, regarding increasing enrollment at the school, which stoltzman said was a result of <br />developments the City had approved. He stated that the school gives the community a stronger identity and <br />helps hold the community together, and felt the City should be gracious and flexible towards the Districts efforts <br />
