MINUTES OF THE HUGO PLANNING COMMISSION- MARCH 26, 1997 <br />The Hugo Planning Commission was called to order by Chairperson Peltier at 7:05PM. <br />PRESENT: Waller, Harrison, Schumann, Malaski, Kellison, Pelteier <br />ABSENT: Rubenzer <br />Motion made by Schumann, seconded by Kellison to approve the minutes of February 19, 1997 as <br />amended. <br />AYE: Waller, Schumann, Kellison, Peltier <br />ABSTAIN: Malaski, Harrison <br />Motion passed. <br />Sydney Harrison took the oath of office for Planning Commissioner for a term expiring 12-31-97. <br />SPECIAL USE_PERMIT - BILL BARRETT <br />Dr. Bill Barrett is requesting site plan approval for an addition to the commercial office building at 5673 <br />147th St. The intent is to construct a 3000 square foot addition to the existing 4000 square foot Hugo <br />Chiropractic Clinic Building. The proposed addition is designed to extend the existing front and rear <br />building lines, provide a unified exterior appearance, and utilize an integrated awning design. The <br />application involves three variances and an SUP for a clock tower/sign. This request was tabled from the <br />February 19, 1997 meeting. <br />Mr. Doug Frances, Rust Architects represented Dr. Barrett. Questions were raised again regarding roof <br />runoff from the proposed building to the adjacent property on the south, parking lot drainage, depth of the <br />parking spaces, and encroachment along Highway 61. <br />Motion made by Kellison, seconded by Peltier to table this request until April 23, 1997, to address the <br />following questions: <br />1. Runoff from parking lot to storm drain. <br />2. Drainage from the roof. <br />3. Elimination of parking spaces 1 and 19 and relocation of the proposed clock tower to decrease or <br />eliminate the variance requested on the west. <br />All aye, motion passed. <br />REZONING REOT - GARYLA CASSE <br />Gary LaCasse is requesting to rezone his 3 acre property at the southeast corner of 170th St., and Forest <br />Blvd., from agricultural to industrial. The purpose of the rezoning and special use permit would be to <br />construct and allow a 42' X 80' garage for his truck repair business. A general repair shop is allowed in <br />the industrial district by Special Use Permit. The property currently contains a single family residence, a <br />960 Sq. Ft., garage and a 2736 Sq. Ft., pole barn. Mr. LaCasse stated he and his wife are the only <br />employees and he is not a manufacturing business. He stated he does all aspects of truck repair <br />(mechanical and body work). He has repaired Alpine Insulation, garbage and dump trucks, and <br />construction equipment. <br />
