Planning Commission meeting of February 25, 1998 <br />Page 3 <br />CONCEPT REVIEW (PRATT HOMES) <br />Mr. Leonard W. Pratt, 4225 White Bear Parkway, Suite 100, presented the PC his <br />concept for the development of approximately 270 acres currently owned by Rosemary <br />Wenzel, along CR8 and Elmcrest Avenue. Mr. Pratt indicated his interest to develop <br />approximately 17 acres along CR8 for commercial and industrial purposes, and an <br />additional 145 acres, with approximately 91 townhomes and 178 single family lots (gross <br />building density of 1.85 units per acre). Approximately 34 acres of the site will remain <br />open for large ponding areas and wetlands. The PC generally indicated that such a project <br />would be acceptable to them, but expressed their concern that no cul-de-sac should <br />exceed the 600' allowed by ordinance. <br />DOWNTOWN REDEVELOPMENT PLAN <br />The PC reviewed a letter received from Fred Hoisington of the Hoisington Koegler <br />Group, dated December 11, 1997, regarding modification to the City's Downtown <br />Redevelopment Plan. <br />Schumann made motion, Peltier seconded, to approve Mr. Hoisington's recommendations <br />in the letter, except that Item #3 should be changed to read: "expand Phase 2 to include <br />the houses on the east side of TH61 ", and directed staff to present the revisions to the City <br />Council for their approval. <br />VOTING AYE: Peltier and Schumann <br />ABSTAINED: Puleo <br />Motion Carried. <br />Schumann made motion, Peltier seconded, to adjourn at 10:05PM. <br />All aye.
