Planning Commission meeting of February 25,1998 <br />Page 2 <br />Preliminary Plat (Beaver Creek Development) <br />J.R. Land Development Company, 29026 Hillcrest, Stacy MN, has requested a preliminary <br />plat by Planned Unit Development (PUD) for approximately 80 acres located in the SE <br />quadrant of Forest Boulevard and 130th St. in order to allow 33 single family home lots <br />and one outlot. This is their first phase in developing the property. This matter was <br />subject to public hearing before the Planning Commission at their regular meeting of <br />December 17, 1997. Action on the request was tabled until tonight's meeting in order to <br />allow additional information be prepared by the developer. The PC reviewed written <br />comments from the MNDOT and the City Engineer. The City Administrator had prepared <br />draft findings and recommendations for discussion. Tom Jackson stated his concern that <br />adequate sewer, water, and street service be provided to property owned by him and <br />members of his family, located between the development and TH61. Kevin Peltier asked <br />questions regarding location of the lift station to serve sanitary sewer needs to the area, <br />and other storm water management issues. <br />Puleo made a motion, Schumann seconded, to adopt the draft Finds of Fact and <br />recommendations subject to the following changes: <br />1. The Findings should clearly indicate this is a PUD. <br />2. An additional recommendation is to be made that the property owned by the Jacksons, <br />between the plat and TH61, is to be adequately serve by sanitary sewer and water <br />service from the Beaver Ponds development. <br />VOTING AYE: Puleo and Schumann <br />ABSTAINED: Peltier <br />Motion Carried. <br />Concent Plan (Hugo Town Homes) <br />Mr. Paul J. Keleher, representing Armstrong Construction Company, 717 - 1 st Street SW, <br />New Brighton, MN., presented a concept plan for development of approximately 22 acres <br />located on the SE Quadrant of Forest Boulevard and County Road 8 (behind Nadeau's). <br />Armstrong Company is considering the construction of approximately 70 townhome units <br />and three single family residences on the site. Mr. Keleher stated his belief that the <br />townhome development would be a good transition between the single family residential <br />to the east, and the commercial development along TH61 to the west. Schumann and <br />Peltier indicated that generally such use of the property is acceptable, but that they want to <br />insure there is at least two accesses to the site for public safety purposes. <br />
