P.C. Meeting, April 22, 1998 - Page 2 <br />Schumann read the public notice published in the White Bear Press on this matter, then opened the <br />meeting for public discussion. <br />Art Thomquist, 5649 - 142nd Street N., questioned the type of housing they were proposing to build. <br />In answer to this and other anticipated questions, Paul Keleher, project manager, provided a concept plan <br />presentation. <br />Planning Commission inquired about the traffic flow. He replied the entrance would be on 140th Street, <br />and would be a public road with private roads circling around the development. Nadeaus access would be <br />incorporated to prevent the crossing of the ditch. The length of the main street would be 800 feet to the <br />intersection of the private drive. <br />A resident on 134th St. expressed concerns about the road connecting to the Country Ponds Development, <br />possibly at 137th Street. <br />Planning Commission replied future development and roads would be dependent on acquiring and <br />developing the Arcand property south of the said development, which would allow access to TH61. <br />There were concerns of the increase in traffic at the intersection of 140th and TH61 should more land be <br />developed without another access to TH61. It is suspected a signal will be at the intersection within 3-5 <br />years. <br />Walkways in the development were addressed and it was felt that a ten foot wide trail in a 60 foot <br />easement would be too tight. As the proposed development was not part of the City's designated trail <br />system, a five foot (5') wide sidewalk would be acceptable. <br />Harrison suggested that the developer consider their choice of plantings to ensure the plants are hardy in <br />Minnesota. <br />Rubenzer asked about proposed parks. <br />The developers replied, they felt the units would probably attract adults without children, where parks and <br />picnic area would be preferred over playgrounds. At the time 50% of the units are sold, the developer will <br />conduct a survey of existing residents and determine the types of park needed. <br />Rubenzer motioned, and Kellision seconded, to adopt the Findings of Fact and Recommendations for the <br />Waugh Preserve P.U.D., as ammended. <br />All Ayes. Motion carried <br />REQUEST FOR SUBDIVISION (CLEARWATER CREEK-INDYKIEWICZ <br />George A. Indykiewicz, 1920 West Highway 96, Arden Hills, and Backes Companies, 7026 Brooklyn <br />Boulevard, requested preliminary plat approval for a development known as Clearwater Creek Preserve. <br />The property is currently zoned as Single Family Unit and consists of approximately 165 acres located <br />along the west side of TH61 in the NE 1/4 of Section 17. The applicants requested a 220 single family lot <br />subdivision. <br />Schumann read the public notice as published in the White Bear Press on this matter, then opened the <br />meeting for public discussion. <br />Jeff Shopek, Loucks and Associates, Dennis Backes, developer, and Indykiewicz, property owner <br />presented their plan. They began by stating 40 acres of the 165 acres is wetland, making the property <br />difficult to develop. Most lots would have open backyards, and ponding in the area would keep water at <br />existing levels. They feel their intent to fill in 2.4 acres of existing wetland, and create 9 acres of wetland <br />would enhance the present state of the land. <br />
