P.C. Meeting, April 22, 1998 - Page 3 <br />Due to MN DOT constraints, there would be only one access off TH61, which would be widened with <br />acceleration and deceleration lanes. The County has recognized the entrance over the trail as an existing <br />crossing. The entrance would be doublewide with a median. <br />All lots would have public utilities. <br />Ron Rossel, 155044 Forest Boulevard, wondered why they would dig a hole on outlot B, which is already <br />on level ground, and also expressed concerns of roads ending near his property, saying it could not be cul- <br />de-saced without diminishing adjoining lot sizes. <br />Aplikowski asked where the sewer would go in relation to his property. The City Administrator replied <br />that it could be serviced by this main, but there were no plans as of yet. <br />Schumann asked what the time line was on utilities. Shopek said the would like to start grading in May <br />and hopefully get in sewer and water my mid -summer. <br />Kellision expressed concern of the length of the cul-de-sac road being greater than the allowed 600'. <br />A resident asked what the price range on the homes would be and was told it would be in the range of <br />170's - 180's. <br />Shopek asked if cash in lieu of parkland dedication would be a problem. The City Administrator stated it <br />would be in accordance with the City's Park Plan. <br />Kellison suggested reducing the road length to 600 feet on temporary cul-de-sacs until roads go through <br />Shopek would like to join efforts with the City to persuade MN DOT to allow two accesses into the <br />development off TH61. <br />The proximity of the Bald Eagle Industrial Park to the development was discussed and it was determined <br />that it was far enough away and did not warrant screening., <br />Kellison make motion, Harrison seconded, to approve the development subject to conditions and <br />recommendation found on the revised Findings of Fact. <br />All Ayes. Motion carried. <br />REQUEST FOR SUBDIVISION (ONEKA LAKE VIEW) <br />Marvin and Yvonne Christianson, 6178 Oneka Lake Boulevard, and North Suburban Development, Inc., <br />1333 Osborne Road, Spring Lake Park, requested to subdivide by Planned Unit Development 20.9 acres <br />into 95 townhome sites. <br />Bill and John Gleason, Eagle Crest NW, presented their plan to build four unit buildings with five units <br />per acre, which they feel would be affordable as senior housing. The main road would not be a City road <br />but would be a 7 ton street with driveways that would come off that. Streets would be owned by the <br />association and association fees would take care of lawns, exterior upkeep, and garbage. <br />Schumann encouraged questions/comments from the public. <br />Ron Gray, 6275 Oneka Lake Blvd., felt these units would be acceptable in the area but would like to see a <br />cul-de-sac to restrict access to Oneka Lake Boulevard. <br />Joe Marier, 5566 145th Street, would like to see the roads coordinate with other property owners' plans <br />for the area. <br />
