MINUTES FOR THE PLANNING COMMISSION MEETING OF 10-28-98 <br />The meeting was called to order by Chairperson Peltier at 7:04 PM. <br />PRESENT: Peltier, Schumann, Puleo, Harrison <br />City Administrator, Robert Museus <br />Deputy Clerk, Michele Lindau <br />ABSENT: Rubenzer, Kellison, Malaski <br />Schumann made motion, Peltier seconded, to approve the Planning Commission minutes of September 23, <br />1998, as submitted. <br />All AYES. Motion carried. <br />Schumann made motion, Peltier seconded, to approve the Planning Commission minutes of October 14, <br />1998, as submitted. <br />All AYES. Motion carried. <br />Schumann verbally requested that his application for rezoning and subdivision be withdrawn until further <br />notice. <br />Special Use Permit Renewal- End Zone <br />Adrian Kramarczuk, representing Classic Holdings, Inc., 13891 Forest Boulevard, requested to renew the <br />special use permit for construction of two 60' X 120' ice rinks behind the End Zone Bar. Classic <br />Holdings operated the broomball rinks during the 1997-1998 season. The City had received no <br />complaints regarding their use. <br />Schumann read the public notice as published in the White Bear Press. <br />Peltier opened the meeting for public comment but there was none. <br />Harrison made motion, Puleo seconded, to recommend approval of the special use permit for Classic <br />Holdings, D.B.A. End Zone Bar and Grill, as conditioned and in accordance with the approved site plan <br />dated December 1, 1997. <br />All AYES. Motion carried. <br />Special Use Permit - McKelle <br />Richard E. and Rhonda M. McKellepp, 16177 Harrow Ave. N., requested a special use permit to build a <br />150' X 70' indoor riding arena on their property at the above address. The accessory building proposed <br />would consist of 10,500 square feet where 3,600 square feet is allowed by ordinance. The site consists of <br />10 acres and is zoned for agricultural use. The proposed indoor arena would be attached to the existing <br />36' X 56' barn on the site and meet all setback requirements. <br />Peltier read the public notice as published in the White Bear Press, and opened the meeting for public <br />comment. <br />Richard McKellepp explained where the arena would be located on the property and assured it would be <br />for personal use only. An indoor arena would provide an opportunity for a family member to pursue a <br />career in rodeo riding. <br />Puleo questioned the dimensions of the arena, and McKellepp said the length of the building would be <br />dependent on the financing available to them, and the largest they would construct would be 10,500 <br />square feet. <br />
