Minutes for the Planning Commission October 28, 1998 - Page 2 <br />Dick Claybaugh, 16011 Harrow Ave., has no objection to the arena since he feels the McKellepps are <br />decent neighbors and will construct something aesthetically pleasing. <br />Schumann read a letter, dated October 15, 1998, from Jerome Rupkus, 16315 Harrow Ave. N., requesting <br />the Planning Commission and City Council act favorably on this request since he feels the McKellepps are <br />good neighbors and the arena would cause no negative impact on the area. <br />Harrison asked how many horses would be on the site, and McKellepp said they had four horses at present <br />and did not plan on boarding more horses there. <br />Puleo asked the McKellepps if a portion of the arena would be used for storage and was told they may at <br />some time store hay and equipment there temporarily. <br />Puleo made motion, Peltier seconded, to recommend approval of the special use permit for a indoor riding <br />arena. <br />All Ayes. Motion carried. <br />Special Use Permit - Hugo Feed Mill <br />T. J. Marier, 5582 146th St. N., requested a special use permit to construct an advertising sign for the <br />Feed Mill on a vacant parcel of property he owns separate from the Feed Mill site. <br />Steve Marier, representing the Hugo Feed Mill, explained the construction of the sign saying it would be <br />19.5' high with a double sided illuminated sign, white with black lettering. The sign would be located in <br />the concentrated business district of the City and at least 100' away from all residentially zoned property. <br />Harrison made motion, Schumann seconded, to approve the special use permit with the following <br />conditions: <br />1. No sign shall be placed where it blocks the view of a public street from access to that street. <br />2. The sign and supporting structures shall be maintained in a safe, secure, and serviceable repair by its <br />owner. <br />3. The sign shall not encroach upon any yard set -back area or public easement. <br />4. The sign shall be removed upon any of the following occurrences: <br />a. Any sale or development of the property on which the sign is located. <br />b. The business the sign advertises ceases to conduct business activity or is no longer in existence. <br />5. The sign should be constructed in accordance with the state building code. <br />All AYES. Motion Carried. <br />Site Plan Approval - Industrial Painting <br />Richard Maciej, 14812 309th Ave., Princeton, MN, had requested site plan approval to construct a 40,000 <br />square foot office and manufacturing building in the Peloquin Industrial Park on the north side of 152nd <br />Street. It was described as parcel C in the recent Fegowi Rental Subdivision. <br />Schumann read the public notice as published in the White Bear Press <br />Gary Papermaster, representing Industrial Painting, explained the intended use of the building would be <br />for the sandblasting of fabricated metal parts and the application of various wet coating paint systems. <br />The project would include a 3,690 square foot office and a 35,000 square foot shop. He stated they <br />currently employ 14 people and would increase that by approximately six in the future. The site plan <br />identifies parking for 20 vehicles. <br />The property is not currently served by municipal utilities and Mr. Papermaster explained his desire to <br />work with the City and adjoining property owners to put utilities in the area. <br />
