Minutes for the Planning Commission October 28, 1998 - Page 4 <br />Jim Bruggeman, 5259 125th N., expressed his concern for the quality of the proposed townhomes and <br />asked who would pay for the improvement of 125th St. which is currently a gavel road. The City <br />Administrator stated it has not been the practice of the City to impose assessments to assist developers. <br />Bruggeman asked what type of berm or buffer they intended to construct and if the City had any <br />requirements. Jesperson stated they will be moving trees to create the necessary buffers, and the City <br />Administrator said there is nothing in the current ordinance regarding landscaping plans. <br />Gerald Hauble, property owner to the east, stated a study had not yet been done regarding the road and <br />cul-de-sac on his property. <br />Mike Gallivin, 12493 Forest Boulevard, expressed concern with the drainage since there have been <br />problems on the west side of the property line within the ditches. He would also like to see a buffer be a <br />requirement for approval. <br />Tom Jackson, owner of the property north of the proposed subdivision, asked if they would have access <br />from his property to the cul-de-sac at the northeast end of his property. He also felt screening between <br />residential and agricultural was unnecessary. <br />Peltier closed the public hearing. <br />The Planning Commission discussed the rezoning of the property, stating it was guided towards <br />residential in the City's Comprehensive plan. <br />Schumann made motion, Peltier seconded, to recommend approval to rezone from agricultural to urban <br />residential. <br />All AYES. Motion carried. <br />Schumann felt recommending approval for subdivision would be premature until the following items were <br />taken into consideration: <br />1. Agreement between all adjoining landowners regarding the cul-de-sac. <br />2. Landscaping plan provided. <br />3. Permit from the Rice Creek Watershed on drainage. <br />4. Blueprint of homes to be provided. <br />5. Work with City engineer to make roads safe and accessible for emergency vehicles. <br />Harrison made motion, Peltier seconded, to table and extend the deadline for 120 days to provide time for <br />the above items to be considered. <br />AYES: Schumann, Harrison, Peltier <br />NAY: Puleo <br />Motion carried. <br />Puleo made motion, Harrison seconded, to recess at 9:10 P.M., until Saturday, November 14, 1998, at <br />10:00 A.M. <br />All AYES.
