A permit for an individual on-site septic system be provide or an agreement for extension of <br />municipal utilities to the site. <br />All Ayes. Motion carried. <br />Parks Commission Appointment <br />Due to the recent resignation of Sydney Harrision from the Planning Commission, the Planning <br />Commission seat on the City's Parks Commission was vacant. <br />Schumann made motion, Peltier seconded, to appoint Frank Puleo as the new Planning Commission <br />representative on the City's Parks Commission. <br />AYES: Schumann, Peltier, Harrison <br />ABSTAIN: Puleo <br />Motion Carried. <br />Change of November Meeting Date <br />It had been past practice of the Planning Commission to move its regularly scheduled meeting in <br />November from the fourth Wednesday of the month to the third Wednesday of the month, due to the <br />Thanksgiving Holiday. <br />Schumann made motion, Peltier seconded, to reschedule the Planning Commission meeting of November <br />25, 1998, to November 18, 1998, at 7:00 P.M. Staff was directed to publish the required notice. <br />AYES: Schumann, Peltier, Puleo <br />ABSTAIN: Harrison <br />Subdivision - Jesperson <br />Mr. Morris G. Jesperson, 651 LaBore Rd., Little Canada, requested to rezone from agricultural to urban <br />residential, and subdivide by planned unit development, 11.14 acres into lots for 40 single family <br />townhomes. The property for the subdivision is part of the SE 1/4 of the NE 1/4 of section 31, T3 IN, <br />R21 W. <br />Schumann read the public notice as published in the White Bear Press and Peltier opened the meeting for <br />public comment. <br />Mr. Jesperson introduced Mr. Charles Melcher, the engineer for the proposed Whispering Pines <br />Subdivision. <br />Mr. Melcher explained the plan with the proposed cul-de-sac at the northeast comer that would connect to <br />the Beaver Ponds Subdivision, now under construction. He also explained his desire to construct a 28' <br />private road, which would allow longer driveways, and how ponding on the site puts constraints on it. <br />Peltier asked where the water would drain and Melcher explained there were three systems of storm <br />sewers with catch basins and pipes, with the high point on the south end of the development. <br />Paul Keleher, Project Coordinator for Pine View Meadows, asked what the size and price would be on the <br />townhomes, and was told the price was undetermined as of yet, and the size would be approximately <br />1,330-1,507 square feet. <br />
