MINUTES FOR THE PLANNING COMMISSION MEETING OF 2-24-99 <br />The meeting was called to order by Planning Commission member Schumann at 7:00 PM. <br />PRESENT: Kellison, Kleissler, Malaski, Peltier, Schumann, Puleo <br />City Administrator, Robert Museus <br />Deputy Clerk, Michele Lindau <br />Schumann made motion, Peltier seconded, to approve the minutes of January 27, 1998, as amended. <br />Ayes: Kellison, Kleissler, Peltier, Schumann, Puleo <br />Abstain: Malaski <br />Motion carried. <br />Beaver Ponds -Second Addition <br />Oakwood Land Development Company, 1611 Highway 10, Spring Lake Park, MN, requested to develop the second phase of the <br />Beaver Ponds Subdivision consisting of 32 townhomes along the south side of 130th St., east of Flay Avenue. <br />Puleo read the public notice as published in the White Bear Press, and opened the meeting for public comment. <br />Mr. John Peterson, owner of the Oakwood Land Development Company, presented the new plan showing the change in the <br />number of townhomes. Previous preliminary plat approval for Phase 2 & 3 provided for four -unit townhomes in Phase 2. Mr. <br />Peterson requested to change it to two unit townhomes. He also cited a change in the buildings along the wetlands in Phase 4. <br />Tom Jackson, owner of a triangular section of land west of Phase 4, expressed his concern regarding sewer access, and requested <br />the sewer be set at such an elevation to ensure it would be available to serve his property, and requested the charges to dump into <br />the lift station be recalculated. <br />Mr. Peterson responded by saying the sewer line would serve all of the Jackson property but only a portion of the Jesperson <br />property. <br />Jerry Hauble, 5460 125th St. N., would like the sewer elevations and gravity -feed system designed appropriately to <br />accommodate his 80 acres to the south. <br />Warren Arcand, 5510 130th St., was concerned about how his property to the north would be affected by the sewer line. <br />Kevin Peltier, 13194 Goodview Ave. N, asked if the sewer hookups on the east end of their property line would change from the <br />previously -approved Phase 2 plans. The City Administrator stated it should not affect his property and that the City Engineer <br />was aware of Mr. Peltier's concerns. <br />Puleo closed the public hearing. <br />Kellison expressed approval of the reduction in density, but was concerned about how the roads will connect to future <br />development in the area. Schumann stated Ferrara Avenue should be constructed all the way to the property line of the <br />development. <br />Schumann made motion, Malaski seconded, to recommend approval of Beaver Ponds Second Addition subject to the Findings of <br />Fact and Recommendations. <br />Ayes: Kellison, Kleissler, Malaski, Schumann, Puleo <br />Nay: Peltier <br />Motion carried. <br />Special Use Permit -Wayne Scanlan <br />Wayne Scanlan, 5379 Grand Ave., White Bear Lake, applied for a special use permit to construct a 44'X 70' horse barn, to <br />replace an existing 40' X 120' horse barn, prior to construction of a house on the lot. The property is located in the Lakeshore <br />Zoning District of Horseshoe Lake. Hugo City Code, Chapter 320-5, Subd. 8(1), states that no accessory building or use shall be <br />constructed on a lot prior to the time of construction of the principal building to which it is accessory, except by special use <br />permit. <br />
