Minutes for the Planning Commission May 26, 1999 - Page 5 <br />Puleo closed the public hearing. <br />Puleo made motion, Peterson seconded, to recommend approval of Sweet Grass Meadows 2nd Addition providing the water pressure <br />issue is dealt with, the developers work with residents along Green Avenue to resolve the street issue, and additional trees are <br />planted to provide extra screening. <br />Ayes: Kellison, Kleissler, Malaski, Peterson, Schumann, Puleo <br />Nay: Peltier <br />Motion carried. <br />Creekview Preserve 2nd Addition Subdivision <br />Though a public hearing had been scheduled for consideration of preliminary plat for Creekview Preserve 2nd Addition, City <br />Council had authorized the developer to proceed with final plat based on the previously approved preliminary plat for the <br />development. No action by the Planning Commission was required on this issue. <br />Wenzel Farm Planned Unit Development <br />The Planning Commission conducted a public hearing to consider the request of Pratt -Amt -Oakwood Land Development, LLC, <br />1611 Highway 10, Spring Lake Park, to subdivide by PUD 212 acres to create commercial, townhome, and single family lots, to be <br />known as Wenzel Farm. The property is generally located east of Elmcrest Ave., and north and south of CR8. <br />The Planning Commission had available for their review the minutes of a meeting held between the developer, representatives of the <br />City, and area agencies regarding the development, as well as a list of work that needed to be performed prior to granting PUD and <br />plat approval. <br />John Uban, Len Pratt, and John Peterson presented the Planned Unit Development to the Planning Commission, as well as detailed <br />plans of their first phase, which would include single family homes. They stated their plan was created to accommodate the sense of <br />progression throughout the development. Clustering of lots, averaging between 700 -- 1,900 square feet, would be done to create <br />interior open space and trail corridors. <br />Uban stated the water would be extended from Lino Lakes with a joint powers agreement. <br />Their plans showed a reorientation of the road system, which would require vacating the southern portion of Elmcrest Avenue. <br />Puleo opened the meeting for public comment. <br />Ron McRoberts, 15111 Elmcrest, expressed concerns regarding the drainage to the north and the amount of traffic on Elmcrest <br />Avenue, saying the intersection of Elmcrest and County Road 8 is already hazardous. He also felt the townhomes to the north are <br />separated from the homes and trails to the south of Elmcrest Ave. <br />There were no other comments, and Puleo closed the public hearing. <br />Kellison made motion, Puleo seconded, to table the Planned Unit Development to be known as Wenzel Farm, in order to allow <br />additional information to be generate. <br />All Ayes. Motion carried. <br />Schumann made motion, Kellison seconded, to request the City Council generate a joint meeting of the City Council, Planning <br />Commission, and the Parks Commission. <br />All Ayes. Motion carried. <br />Site Plan Approval (Inter -State Lumber) <br />Interstate Lumber Company, 5517 145th St., MN, had applied for site plan approval to replace storm damaged sheds on their <br />property at the above address. <br />Marvin LaValle asked if they were building in the same location, stating it was a non -conforming use, and if there was damage of <br />more than 50%, it must be reconstructed to meet all existing setbacks. <br />
