Minutes for the Planning Commission May 26, 1999 - Page 4 <br />Sparrow Crest - Minor Subdivision <br />The Planning Commission held a public hearing to consider the request of Dan Sparrow, 14600 Geneva Ave., to subdivide 2.23 <br />acres into three lots for single family homes to be known as Sparrow Crest. The property is generally located on the northeast corner <br />of Egg Lake. <br />Dan Sparrow was present at the meeting to answer questions from the Planning Commission. <br />Of concern was where the 100 year water line was located, as it was not shown on the survey. <br />Kellison questioned the plans for a bike path/sidewalk along Geneva Avenue, and the City Administrator stated the City would like <br />to see a five foot (5') concrete sidewalk, and Sparrow felt it was reasonable. <br />Puleo open the meeting for public comment but there was none. <br />Kellison noted it was not in the present MUSA, and the Administrator stated Preliminary Plat approval would approve it as an <br />addition to the MUSA. <br />Kellison made motion, Peltier seconded, to approve the minor subdivision to be known as Sparrow Crest with the conditions as <br />stated in the Findings of Fact and Recommendation. <br />All Ayes. Motion carried. <br />Sweet Grass 2nd Addition Subdivision <br />The Planning Commission held a public hearing to consider the request of Joseph and Constance Marier, 5566 145th St. N., Quentin <br />and Joan Marier, 6395 Oneka Lake Blvd., and K -G Development, Inc., 474 Apollo Drive, Lino Lakes, to subdivide approximately <br />47 acres into 95 lots for single family homes to be known as Sweet Grass Meadows Second Addition. The property is generally <br />located at Oneka Lake Blvd. and Greene Ave. <br />The Planning Commission reviewed a report by the City Engineer recommending that approval of the subdivision be delayed as <br />adequate fire flows cannot be provided the development without extension of a watermain from T.H.61 along 152nd St., or until <br />construction of an additional well and tower in the community <br />Rocky Goertz, K -G Development, stating he was aware the 20 acres on the west end would not have sewer and water available to <br />them until it was brought into the Peloquin Industrial Park. Goertz had water test done on the area and felt they showed there was <br />significant water pressure. He was opposed to the tabling of the request because of the pending moratorium, and asked if he could be <br />exempt from it. The City Administrator felt it would be the opinion of the City Attorney that the moratorium would put a halt on <br />everything not already having preliminary plat approval. <br />The Administrator stated the City was looking into building a new water tower, and possibly a water treatment plant would be <br />constructed in the future. He also said there was no time line given yet for the Peloquin Industrial Park improvements, and felt the <br />water tests Goertz had done were submitted too late to be reviewed by the City. <br />Council Member Haas, who was present at the meeting, stated the moratorium issue would be discussed at their first meeting in <br />June. <br />Puleo opened the meeting for public comment <br />Tom Raster, 15227 Greene Ave., felt the density was too high, approximately 20 times the density of the property on the east side of <br />Greene Ave. He requested a condition of the development be to save the remaining treeline. He also stated he would like to see <br />berms separating low and high density housing, and wanted to know what the Greene Avenue improvements will be costing the <br />homeowners. Raster also requested to review the EAW that had been done. <br />The City Administrator stated the petition for the improvements would be going to the City Council to determine if a feasibility <br />report needed to be done by the City Engineer to determine the costs. <br />Joe SanCartier, 15125 Greene Ave, felt the ditches along Greene Ave. may not be appropriate and would like to see bids on the curb <br />and gutter work. <br />
