Minutes for the Planning Commission June 23, 1999 - Page 2 <br />Paul Keleher, Project Manager, addressed concerns brought forth the last meeting. He stated approval was given <br />by the Rice Creek Watershed District subject to staff review of additional conditions. Keleher showed how the site <br />plan had been revised to provide 23 additional parking stalls, and buildings had been moved to address the City <br />Engineer's concerns regarding sitelines of intersections. Also addressed were issues regarding utility easements <br />and ponding to control runoff. <br />Schumann questioned whether there was adequate utility easements, and Keleher stated all outlots would be utility <br />easements. <br />The Planning Commission discussed road issues and what the appropriate amount of open space should be. <br />Keleher said the roads would be maintained by a homeowner's association, and the developers would be paying a <br />parkland dedication fee for each unit. <br />Kellison made motion, Puleo seconded, to recommend approval of the Planned Unit Development subject to the <br />conditions as stated in the City Water Engineer's report dated May 24, 1999, and the City Engineer's report dated <br />June 11, 1999. <br />Ayes: Kellison, Peltier, Peterson, Schumann, Puleo <br />Nay: Kleissler <br />Motion carried. <br />Puleo requested the City Council consider the idea of requiring rental companies to form an escrow report to <br />submit to the City annually as insurance there are sufficient funds being set aside for future road maintenance. <br />Subdivision Beaver Ponds 5th Addition) Public Hearing <br />The Planning Commission considered the request from the Oakwood Land Development, 1611 Highway 10 NE, <br />Spring Lake Park, to subdivide 22.74 acres into 41 lots for single family homes to be known as Beaver Ponds 5th <br />Addition. The property is generally located south of 130th St. and east of TH61. <br />John Peterson, Owner and President of Oakwood Land Development, was present to answer questions from the <br />Planning Commission. Peterson expressed displeasure at the additional comments and requirements made by the <br />Engineers. Peterson stated he had been at the Planning Commission and City Council several times in the past for <br />approval of the development in its entirety, as well as each separate phase of the development. He felt the <br />additional requirements not include in previous reports were costing him time and money in engineering expenses. <br />Puleo opened the meeting for public comment but there was none. <br />Kellison made motion, Peltier seconded, to table and extend the time deadline for Beaver Ponds 5th Addition. <br />Ayes: Kellison, Kleissler, Peltier, Peterson, Puleo <br />Nay: Schumann <br />Motion carried. <br />Kellison requested staff to provide them the Engineer's report drafted with the original submittal. <br />Request for Special Meeting (Wenzel Farms) and Beaver Ponds 5th Addition <br />Pratt Homes and Oakwood Land Development had requested a special meeting of the Hugo Planning Commission <br />to consider their application for a Planned Unit Development known as Wenzel Farms on July 14, 1999. John <br />Peterson asked if Beaver Ponds 5th Addition could be considered as well, assuring all issues in the Engineers' <br />reports would be addressed. <br />
