Minutes for the Planning Commission June 23, 1999 - Page3 <br />Schumann made motion, Peltier seconded, to hold a special meeting on July 14, 1999, at 7:00 PM, at City Hall, to <br />consider Wenzel Farm and Beaver Ponds 5th Addition <br />All Ayes. <br />Motion carried. <br />Kellison made motion, Schumann seconded, to reopen the public hearing on Beaver Ponds 5th Addition at the <br />special meeting on July 14, 1999. <br />All Ayes. <br />Motion carried. <br />Site Plan Approval (Rick's Liguor Store) <br />The Planning Commission considered an application from Rick and Kelly Lindstrom, 50220 Fairfield Ave., Rush <br />City, MN, to construct a 4,800 retail liquor store on Lot 3, Block 1, Bald Eagle Industrial Park Second Addition. <br />Brent Lindstrom, Project Manager, had questions regarding the City Engineer's letter of June 16, 1999, regarding <br />the construction of a manhole and sanitary sewer main, and who was responsible to pay for it. <br />There was discussion among the Planning Commission whether a special use permit was necessary. Kellison read <br />the ordinance 320.4 K (3) regarding special uses within the Concentrated Business District, which states a special <br />use permit would be necessary for an off sale liquor store. <br />Puleo made motion, Kellison seconded, to recommend approval of the site plan provided they return to the <br />Planning Commission for a special use permit, if necessary, and provide the City Council with a color rendition of <br />materials to be used in construction, as required in the development covenants of the Bald Eagle Industrial Park <br />Second Addition. <br />Ayes: Kellison, Kleissler, Peltier, Schumann, Puleo <br />Nay: Peterson <br />Motion carried. <br />Special Use Permit (Neamy) Public Hearin <br />The Planning Commission held a public hearing to considered the request of Mr. Scott Neamy, 17220 Keystone <br />Ave., for a special use permit to construct a 7,344 square foot building on the vacant 10 acre parcel he owns in the <br />SE 1/4 of the SW 1/4 of Sec. 1, T3 IN, R2 IW. <br />Mr. Neamy indicated that he intends to use the building for the storage trucks and trailers, to house horses and <br />sheep, and possibly an indoor riding arena. <br />Puleo asked why he could not build on the adjacent parcel where his home was located, and Mr. Neamy stated the <br />building would be very visible there. <br />Puleo opened the meeting for public comment. <br />The Planning Commission had considered a letter from John Distler, 17300 Keystone Ave., requesting a condition <br />of the special use permit be that the building be used for personal storage only. <br />Robyn Bachmeier, 17191 Keystone Ave. N., felt the business Mrs. Neamy conducted on the property already <br />created a lot of traffic, and if the building was allowed, business and traffic would increase. The traffic caused <br />excessive dust from the dirt road, and the closed gate at the street end of their driveway, which is almost directly <br />
