MINUTES FOR THE PLANNING COMMISSION MEETING OF 9-22-99 <br />The meeting was called to order by Planning Commission Chairperson Puleo at 7:00 p.m. <br />PRESENT: Kellison, Kleissler, Peltier, Peterson, Puleo <br />City Administrator, Robert Museus <br />Deputy Clerk, Michele Lindau <br />ABSENT: Malaski, Schumann <br />Minutes of August 25, 1999 <br />Peltier made motion, Peterson seconded, to approve the Planning Commission minutes for the meeting of <br />August 25, 1999, as submitted. <br />All Ayes. Motion carried. <br />Conditional Use Permit (Thommas & Thomas) <br />The Planning Commission held a public hearing to consider the request of Thommas & Thomas Land <br />Clearing to renew and amend a Conditional Use Permit for their property located at 5725 165th St. N. <br />Thommas & Thomas requested to continue the processing and storage of firewood on the site, which <br />would include burning wood waste in a mobile air curtain burner. <br />The Planning Commission considered reports from the City Planner, City of Hugo Fire Department, the <br />Department of Natural Resources, and the Minnesota Pollution Control Agency. <br />Dave Newberg, attorney for Thommas & Thomas Land Clearing, explained how a mobile air curtain <br />burner worked, saying that, while in operation, the wood is constantly feed to the burner with a front end <br />loader. He also stated that for efficiency reasons, there would be 24 hour burns, which would occur twice <br />a year. <br />Mr. Newberg felt that the performance standards regarding exterior storage and recycling facilities were <br />incompatible with the operations of Thommas and Thomas Land Clearing. <br />Puleo opened the meeting for public comment but there was none. <br />The Planning Commission discussed who would be the permitting authority for burning. Newberg felt it <br />would be inconvenient to contact the DNR to review their operation for each burn, since the City had <br />jurisdiction at this time. <br />The Planning Commission, feeling the financial deposit stated on the present Conditional Use Permit was <br />insufficient, recommended increasing it to $5,000. <br />Kellison made motion, Puleo seconded, to recommend approval of the Conditional Use Permit as <br />amended. <br />All Ayes. Motion carried. <br />
