Minutes for the Planning Commission Octobert 27, 1999 - Page 3 <br />Brian Olson, 13037 Elmcrest Ave. N., stated he was on the Planning Commission on 1993 when McEhnury purchased the land <br />and the Conditional Use Permit was issued, at which time McElmury stated it would remain a small business. Olson said he <br />felt winter access to the lake would be very unsafe in that area. <br />Dave Pepin, 4510 129th St., was concerned that McElmury was not currently abiding by his Conditional Use Permit in regard <br />to hours of operation. He also felt he intentionally allowed winter access from his property by not putting up proper, <br />enforceable singage. <br />Tom Bleacky, 13015 Elmcrest Avenue, said guests of Bobber's Boats and Bait were loud, rude, and messy. <br />Jim Kellison, 4394 129th St. N., felt this would be a classic case of spot zoning, as there are no other businesses in the area, <br />and there would be no control over what would be permitted there in the future if it was rezoned to Residential Service. <br />Kellison also felt it would not be safe for winter lake access. <br />Puleo closed the public. <br />Puleo stated that rezoning the property would not eliminate the need for a Conditional Use Permit, and this would be spot <br />zoning, which he does not support. <br />Kleissler and Peterson were concerned that the current conditions of the permit were not being met, and allowing winter lake <br />access would be unsafe. <br />Puleo made motion, Kleissler seconded, to deny the special use permit to rezone McElmury's property from Urban <br />Residential to Residential Service. <br />All Ayes. Motion carried. <br />Letter in Response to letter from Council Person <br />Chairperson Puleo had drafted a letter for Planning Commission review in response to a letter received by Council Person Haas <br />regarding the job of the Planning Commission. <br />Kleissler made motion, Kellison seconded, to forward the letter to the City Council as written. <br />All Ayes. Motion carried. <br />Proposals for Professional Planning Services <br />The Hugo City Council has adopted a moratorium on new urban residential development in the community to allow the City to <br />expand the municipal water system, consider staffing requirements, and to review certain community development standards. <br />The Council authorized engaging a consulting planner to assist the Planning Commission in reviewing those planning issues <br />identified as part of the moratorium, including residential street design standards, planned unit density standards, residential lot <br />sizes, and open space requirements. The Planning Commission considered proposals from two firms to provide assistance to <br />the Planning Commission. <br />Kellison made motion, Puleo seconded, to accept the proposal from Sanders, Wacker, Bergly, Inc., to address the four issues <br />stated above. <br />All Ayes. Motion carried. <br />Housing Policy <br />The Planning Commission reviewed the draft proposed housing policy for the City of Hugo, with the amendments previously <br />requested by the Planning Commission. <br />The Planning Commission felt a public hearing should be held before discussing any additional changes to the policy. <br />Kellison made motion, Kleissler seconded, to schedule a public hearing on the City Housing Policy at the November meeting. <br />All Ayes. Motion carried. <br />
