Minutes for the Planning Commission Octobert 27, 1999 - Page 2 <br />Puleo opened the meeting for public comment. <br />Dennis Todd, 5205 165th St. N., stated he was not in favor of the feeder road that was proposed to be constructed through his <br />back yard. He felt road issues should be considered prior to subdividing. <br />Diane Pooler, 16275 Elmcrest Ave. N., asked the Planning Commission to consider the impact new development in the area <br />would have on Elmcrest Avenue. <br />Arnie Triemert, 15220 Everton Ave. N., was concerned about the potential increase in traffic on Everton and opposed to <br />paying for road improvements. <br />John Udstuen, 15190 Everton Ave. N., felt Everton Ave. would generate too many cars and should not be allowed to run <br />through a residential area. <br />Jim Leroux, 4360 165th St. N., stated the properties had been sited for MUSA expansion since the 1970's, and felt the <br />rezoning was logical and development forthcoming. <br />Leroy Peltier, 15257 Everton Ave. N., was opposed to the current residents of Everton Avenue paying hefty assessments for <br />road improvements due to development. <br />Jerry Neezer, 15815 Elmcrest Ave. N., stated he lived there and farmed the land for 33 years, and he should be allowed to <br />retire and benefit from his investment in his property. <br />It was stated that the roads should not be an issue at this time, since the applications were for rezoning and not for the <br />subdivision of land. <br />Kellison made motion, Kleissler seconded, to recommend approval of rezoning the Neeser property, 15815 Elmcrest Ave. N., <br />from Agricultural to Urban Residential. <br />Ayes: Kellison, Kleissler, Puleo <br />Nay: Peterson <br />Motion carried. <br />Kellison made motion, Kleissler seconded, to recommend approval of rezoning the Peltier property, 15367 Everton Ave. N., <br />from Agricultural to Urban Residential. <br />Ayes: Kellison, Kleissler, Puleo <br />Nay: Peterson <br />Motion carried. <br />Rezone (McElmury) <br />The Planning Commission held a public hearing to consider the request of Robert T. McElmury, 1923 Stillwater St., White <br />Bear Lake, to rezone approximately 0.65 acres of property, located at 4444 129th Street N., from Urban Residential to <br />Residential Service. Mr. McElmury is owner and operator of Bobber's Boats and Bait at this location, which is on the <br />northwest side of Bald Eagle Lake and is subject to a Conditional Use Permit issued on May 3, 1993, allowing the operation of <br />a commercial marina and bait store on the property. Mr. McElmury last applied to rezone the property in 1996 and was <br />denied. <br />Being a neighbor of Bobbers's Boats and Bait, Kellison excused himself from the Planning Commission. <br />Puleo opened the public hearing. <br />Mr. McElmury stated he had been in business for several years, operating under a Conditional Use Permit, which he would <br />like to amend to allow him to expand his summer operation by adding more pontoons, and to operate in the winter for fish <br />house rental. He felt it was a recreational area and that his business serves many Hugo residents. <br />
