MINUTES OF THE HUGO PLANNING COMMISSION - JULY 24. 1996 <br />The regular meeting was called to order by Chairperson Peltier at <br />7:05 p.m. <br />PRESENT: Agness, Waller, Schumann, Peltier, Malaski <br />ABSENT: Kellison, Rubenzer <br />Planning Commissioner Agness requested the minutes of June 26, 1996 <br />reflect that he arrived during the Lessard site plan discussion and was <br />present the remainder of the meeting. <br />Motion made by Agness, seconded by Peltier to approve the Minutes of <br />June 26, 1996, as amended. <br />All aye, motion passed. <br />SPECIAL USE PERMIT ..-- MARK FISFEER/RAYMOND FERWERDA <br />Mr. Ferweda is purchasing the property at 6521 132nd St. North. He <br />requested to construct a 30' x 50' (1,500 sq. ft.) accessory building 231 <br />feet south of 132nd St. North on a 3 acre parcel. The property is zoned <br />RR1, permitting 1200 sq. ffeet of accessory building. The 300 square foot <br />SUP request is to store collectable automobiles, a boat, snowmobiles and a <br />hobby cabinet shop. <br />The Commission discussed the difference between a Special Use Permit and a <br />Variance, suggested in the Staff Report. Mr. Ferwerda explained his <br />special needs and hobby shop. He also stated his plans to construct the <br />accessory building to match the character of the house. <br />Mr. Schumann questioned the building separation, allowed to be 6 feet. He <br />further stated the 24 x 24 garage was smaller in size than allowed by <br />ordinance and that the "unused" square footage might be added to the <br />accessory building total. He also stated the City has made allowances for <br />storage needs. <br />Mr. Agness inquired as to the nature of the hobby activities. <br />Mr. Ferwerda explained he does woodworking and cabinet for friends and <br />charitable gifts. <br />Mr. Agness asked about house details. <br />Mr. Ferwerda stated he planned the exterior to be 8 or 12 inch lap siding <br />(texture vinyl) and aluminum soffits. <br />Mr. Agness asked Ed Elliott about the SUP/Variance discussion. <br />Mr. Elliott reiterated the staff report question -- how can 300 sq. ft. of <br />building be a Special Use Permit? There is no realistic way of discon- <br />tinuing a part of a structure. He felt it should be a variance item. <br />Ms. Malaski inquired about building height. <br />Mr. Ferwerda stated the proposed height was based on a potential for <br />stacking of automobiles. <br />
