:NUTES OF THE HUGO PLANNING COMMISSION - AUGUST 28 1996 <br />The regular meeting was called to order by Chairman Peltier at 7:01PM. <br />PRESENT: WALLER, SCHUMANN, KELLISON, PELTIER <br />ABSENT: RUBENZER, MALASKI <br />Motion made by Schumann, seconded by Waller to approve the Minutes of July <br />24, 1996, as amended. <br />AYE: Waller, Schumann, Peltier <br />ABSTAIN: Kellison <br />Motion passed. <br />Motion made by Kellison, seconded by Peltier to approve the Minutes of <br />July 30, 1996, as amended. <br />AYE: Kellison, Schumann, Peltier <br />ABSTAIN: Waller <br />Motion passed. <br />SPECIAL USE PERMIT - ONEKA CHILD CARE CENTER <br />Tom Houck and Linda Mezzenga presented a revised site plan for the <br />proposed Oneka Child Care Center at the southeast corner of TH61 and 141st <br />ct. North. Hours of operation would be from 6:30AM to 6:OOPM, Monday <br />trough Friday. The proposed plan includes 19 parking spaces on site. <br />__ie applicants are proposing 10 personnel, and up to 54 children. <br />Surrounding residents were concerned with additional traffic on 141st, <br />turn lanes on Highway 61, dumpster odor, disturbing existing tree roots, <br />and proposed fencing. <br />Mr. Mezzenga stated he would be willing to install a solid wood fence <br />around the children's play area rather than chain link. He also stated he <br />would plan evergreens along the east property line parking area. <br />Commissioners discussed angular parking on the west property line and <br />granting a variance of 5' for the northern parking area to allow for <br />easier backing out. <br />Motion made by Kellison, seconded by Schumann to recommend approval of the <br />Special Use Permit, Site Plan and Variance request of Tom and Terri Houck <br />and M. and Linda Mezzenga to operate a child care center subject to the <br />following conditions: <br />1. An approved Landscape and screening plan. <br />2. Directional traffic signs indicating entrance and exit. <br />3. Fencing of play area. <br />4. Compliance with RCWD Permit *87-110 grading and erosion central plan. <br />5. Evergreen trees be planted along the east property line parking area. <br />6. City engineer review recommendation for the 5' variance for the <br />northern parking area. <br />
