CNUTES OF THE HUGO PLANNING COMMISSION MEETING - SEPTEMBER 25, 1996 <br />The regular meeting was called to order by Chairman Peltier at 7:05PM. <br />PRESENT: Waller, Schumann, Rubenzer, Malaski, Kellison, Peltier, <br />Ed Elliott, Carole LaBelle <br />Motion made by Kellison, seconded by Schumann, to approve the minutes of <br />August 28, 1996, as amended. <br />AYE: Schumann, Malaski, Kellison, Peltier <br />ABSTAIN: Waller, Rubenzer <br />Motion passed. <br />SPECIAL USE PERMIT - PELTIER/COMMUNICATIONS TOWER <br />Kevin Peltier and SBA, Inc. are requesting to construct a 150 foot <br />wireless communications tower on his property 5787 130th St. The 104 acre <br />property is zoned Agricultural and guided residential. The property is <br />currently used for agricultural and generally located south of 103th ST. <br />and west of Goodview Ave. <br />The tower is erected from a 15' X 20' platform, 50 feet from adjacent <br />properties, 65 feet from Minnesota Pipeline easement, 80 feet from the <br />nearest building. Access to the 2500 sq. ft. tower site is via the <br />existing driveway connecting to Goodview Avenue. <br />Several residents were unsure of the exact location of the proposed <br />ower. After clarification and a lengthy discussion, it was determined <br />iat notices will be sent to property owners to identify the location of <br />zhe tower. <br />Motion made by Kellison, seconded by Schumann to recess the public hearing <br />and table the application of Kevin Peltier/SBA, Inc. until October 23, <br />1996. <br />All aye, motion passed. <br />SUBDIVISION - RICHARD SCHREIER <br />Richard Schreier is proposing to subdivide 191.7 acres into 25 residential <br />lots using a cluster development PUD. Mr. Schreier previously had the 97 <br />acres north of 140th St. approved as an eight lot subdivision. The <br />approved plat was based on the property's zoning, wetland constraints and <br />a ten acre density. <br />In response to Planning Commission recommendations during concept review, <br />the proposed subdivision now includes a roadway between lots 13 and 14 in <br />Phase 2, providing access to the east in the future. The developer is <br />aware that no development would take place in Phases 2 and 3 until the <br />water problem in that area has been resolved. <br />Area residents were concerned with the intensifying the existing water <br />problem, road surfaces, on site septic systems, intense development in <br />Phases 2 and 3. Larry Ehret was concerned with flooding which may occur <br />on his property to the north. Don Rice did not oppose the subdivision <br />ily development on the lake prior to a solution to the water problem. <br />
