MINUTES OF THE HUGO PLANNING COMMISSION - OCTOBER 23 1996 <br />The regular meeting was called to order by Chairman Peltier at 7:OOPM. <br />PRESENT: Schumann, Malaski, Kellison, Peltier <br />ABSENT: Waller, Rubenzer <br />Motion made by Kellison, seconded by Malaski to approve the minutes of September 25, 1996, as <br />amended. <br />All aye, motion passed <br />Motion made by Schumann, seconded by Peltier to approve of the joint City Council/Planning <br />Commission meeting of October 7, 1996, as amended. <br />All aye, motion passed. <br />SPECL4L USE PERMIT - LESSARD-NYREN/SBA <br />Lessard/Nyren Leasing, LLC, and SBA, Incorporated is requesting to construct a 160 foot wireless <br />communications tower on the Lessard property at 17385 Forest Blvd. North. The 7.2 acre property is <br />zoned industrial and guided commercial/industrial. The property is currently used for Lessard-Nyren <br />Utilities, Inc., with a Special Use Permit for exterior storage granted May 15, 1995. <br />Under the proposed ordinance, antennas are allowed in industrial districts up to 150 feet, allowed in <br />agricultural districts by SUP (this request is for a 160 foot pole). <br />The antenna leased area is .08 acres, easement access area is .22 acres. Access to the 3500 square foot <br />tower and 15' X 20' platform is via a 15 foot driveway easement from the Lessard-Nyren access on TH <br />61 which is proposed to be class five gravel surface. <br />Adjacent property owner, Gene Riopel was concerned about runoff from the driveway adding to the <br />current water problem on the property to the east. <br />Trevor Blaska, representing SBA, Inc., stated that the property would be leased on five, 5 year terms and <br />would be dismantled and removed if the site was no longer needed. He added that the tower could be used <br />by one additional carrier. <br />Motion made by Kellison, seconded by Schumann to table this request until the proposed Antenna <br />Ordinance is adopted. <br />AYE: Kellison, Schumann, Malaski <br />NAY: Peltier <br />Motion passed. <br />LAMETTI & SONS. INC. - SPECIAL USE PERMIT <br />LaMetti and Sons, Inc., is requesting to amend the SUP granted on June 26, 1996. The expansion <br />proposed includes conversion of an existing three sided accessory structure to be enclosed to be used as a <br />mixing room, mechanical room and office. These actions are proposed for Phase I of the application. The <br />second phase, planned for Spring, 1997, extends the building 60 feet south in a similar 3 sided storage <br />area construction. A 10' variance to the rear yard setback is requested from the required 30 feet. The site <br />
