Minutes - October 23, 1996 <br />Page 3 <br />ANDERSON SUBDIVISION <br />Karen Anderson, 15149 Everton Ave. North, is proposing to subdivide 22.1 acres into two residential lots <br />of 12.2 acres and 9.9 acres. The applicant submitted a 1973 survey of the 39 acre piece with the NSP <br />corridor property shown. Mr. Elliott recommended that Ms. Anderson resolve the issue with NSP <br />regarding easements and property ownership as a benefit to herself. <br />Ms. Anderson provided a current soils report and pert test for the proposed lot. Rice Creek Watershed <br />District will review the request on November 13th. Dale Hebeisen of Hult Surveyors recommended <br />moving the proposed north property line to create a 10 acre lot which would not require a variance to lot <br />size for the southern most lot. The applicant pleaded with the Planning Commission for a <br />recommendation to expedite the closings of 3 real estate transactions. <br />Motion made by Kellison, seconded by Peltier to recommend approval of the request of Karen Anderson, <br />15149 Everton Ave. North, to subdivide 22.9 acres into two parcels subject to the following conditions: <br />1. A current survey containing the 22.9 acres be provided to the City Council prior to consideration. <br />2. Both parcels created meet the minimum lot size requirement of ten acres each. <br />All aye, motion passed. <br />CONCEPT REVIEW - CRAIG SMITH <br />The applicant is proposing to subdivide 39 acres into 6 residential lots using a cluster development PUD. <br />Mr. Smith was previously before the Planning Commission with this property and subsequently <br />rearranged the subdivision to meet cluster development standards. <br />The property is accessed via the 66 foot driveway easement to the Garden from 132nd St. North. The site <br />is open on the east, wooded with a wetland area on the west. The proposal keeps the eastern half of the <br />property open. The residential lots are clustered on 3 to 4 acre lots in the woods on the east. A perimeter <br />30 foot easement is shown to accommodate an equestrian trail. <br />The cluster development standards in the draft comprehensive plan call for a 25% density bonus for <br />aesthetic design, retention of open space and public amenities. The proposal requests a 50% bonus, <br />similar to the Washington County recommendation. The applicant's principal reason for the 6 lot request <br />is the cost of the road construction —500 feet along the Garden's easement and the additional 400 foot <br />curie-sac. The proposed road would be built to city standard on the northern 600 feet and cul-de-sac <br />segment. Outlot B would remain gravel. <br />The Planning Commission supports the 50% bonus for clustering and the amount of open space proposed. <br />Motion made by Peltier, seconded by Malaski to move the regularly scheduled meeting of November 27, <br />to November 20, 1996. <br />All aye, motion passed. <br />After review of the proposed Day Care Ordinance, Malaski made motion, seconded by Schumann to <br />recommend approval with the following changes: <br />B Class to read, "seven or more clientele children being cared for". <br />A Class to read, "six or fewer...". <br />
