MINUTES OF THE HUGO PLANNING COMMISSION MEETING - NOVEMBER 20.1996 <br />The regular meeting was called to order by Chairman Peltier at 7:08PM. <br />PRESENT: Waller, Schumann, Rubenzer, Kellison, Peltier, Ed Elliott, Carole LaBelle <br />Motion made by Kellison, seconded by Schumann to approve the Minutes of October 23, 1996, as <br />amended. <br />AYE: Schumann, Kellison, Peltier <br />ABSTAIN: Waller, Rubenzer <br />Motion carried. <br />SUBDIVISION REOUEST - SCHREIER <br />Ed Elliott stated that the September Public Hearing was continued until a complete application was <br />received . The discussion revolved around the high water table, emergency vehicle access, density, <br />drainage and phasing of development. <br />The applicant has submitted street engineering plans, drainage plans and additional detail for <br />plat review. <br />Property owners from the area expressed their opposition to the proposed development and suggested Mr. <br />Schreier development the property in ten acre lots. Residents do not support the realignment of 140th St. <br />Jyneen Thatcher, from the Washington County Soil and Water Conservation District requested that the <br />plans for development be sent them for review. <br />Commissioners concurred that development of the property south of 140th St., at this time, would be <br />premature in light of the flooding problem. Commissioner Kellison recommended approving Phase 1, <br />giving credit for open space in Phases 2 and 3 at the time there were developed in a cluster development. <br />Motion made by Kellison, seconded by Peltier to recommend denial of the request of Richard Schreier to <br />subdivide 192 acres, west of Keystone Avenue and north and south of 140th St., in view of the fact that a <br />substantial portion of Phases 2 and 3 are currently unbuildable and the proposed cul-de-sac exceeds city <br />standards by over 1,800 feet. <br />AYE: Waller, Schumann, Kellison, Peltier <br />NAY: Rubenzer <br />Motion carried. <br />SUBDIVISION REOUEST - DEAN AND DAWN JOHNSON <br />Dean and Dawn Johnson, are requesting to subdivide 30.13 acres into 3 lots of 10.0, 9.9, and 10.2 <br />acres. The property is located north and west of Irish Avenue and 152nd Street. The subject <br />property is zoned and guided Agricultural. <br />The applicant has conducted perk tests and delineated the wetlands on the property. Rice <br />Creek Watershed has reviewed the application and is requiring drainage easements on the <br />wetlands. <br />
