The regular meeting was called to order by Chairman Peltier at 7:00PM. <br />PRESENT: Agness, Miltz-Miller, Schumann, Rubenzer, Malaski, Peltier, <br />Carole LaBelle <br />ABSENT: Kellison <br />Motion made by Schumann, seconded by Rubenzer, to approve the Minutes of <br />January 25, 1995, as amended. <br />All aye, motion passed. <br />SPE"JA -S <br />PERM. H <br />On January 25, 1995, the Planning Commission considered a request by <br />Thomas Walsh, 5635 165th St., for a special use permit to store and <br />process fire wood at the above address. Mr. Walsh stated he is using the <br />wood chips to fill in the low portion of his front yard. He processes and <br />sells firewood and chips for landscaping. He will be processing the wood <br />in the rear of his property. Mr. Walsh stated that he burns 4 or 5 times <br />per year while there is snow cover or he obtains a permit. He stated that <br />the fires usually burn 2 or 3 days. Mr. Walsh agreed to install some form <br />of screening (trees or fencing). <br />Area residents opposed the commercial operation on agricultural property <br />and felt it should be restricted to an industrial or commercial site. At <br />the very least if the proposed use is approved, immediate screening <br />(fencing, large trees, etc.) should be required. <br />Commissioners requested that the proposed conditions be reviewed by the <br />city administrator and suggested Mr. Walsh request an extension for his <br />request to be considered. Mr. Walsh requested the Planning Commission <br />table his request until March 22, 1995. Commissioners also requested that <br />Mr. Walsh work on revising the conditions with city staff. <br />This issue will be on the March 22, 1995, Planning Commission agenda. <br />Mr. Rick Lessard, Lessard/Nyren Utilities, Inc. 17385 Forest Blvd. North, <br />has requested site plan approval to construct a shop for equipment repairs <br />at the above address. Dimensions of the proposed building are 40' X 72', <br />possibly another 30' X 40' office, and 40' X 40' cold storage building. <br />The property was rezoned to industrial on May 6, 1991 and subject to a <br />special use permit issued July 22, 1986. Site plan approval was granted <br />to Lessard/Nyren on February 22, 1994 to continue using the site as <br />office, winter storage, and vehicle storage related to the utility <br />contracting business. The site plan proposed meets all setback and <br />dimension requirements of the city zoning ordinances, but will require <br />permitting under Chapter 219, Parking. Rice Creek Watershed District has <br />not yet approved the drainage plan for the site, nor has the City received <br />notice for approval of the septic expansion from Washington County Dept. <br />of Public Health. In addition, MNDOT should review proposed access to <br />Trunk Highway 61. <br />
