P.C. Minutes - February 22, 1995 <br />Page 2 <br />Mr. Lessard stated that the building would be a Lester Brand, metal, pole <br />type structure. He also agreed he would install trees for screening to <br />the specifications of the City. Mr. Lessard provided written approval <br />from MNDOT approving the current driveway as adequate for the proposed <br />building. <br />Motion made by Schumann, seconded by Miltz-Miller to recommend approval of <br />the request of Lessard/Nyren Utilities Co., for site plan approval to <br />construct a 30' X 40' shop subject to the following conditions: <br />1. The developer obtain necessary permits from the City for all parking <br />facilities to be installed. <br />2. Approval is subject to the City's receipt of approved drainage plan <br />for the site from RCWD. <br />3. Prior to construction on site, necessary permits for septic systems <br />shall be provided. <br />4. Additional access approval from the State shall be required for <br />additional buildings. <br />5. Twelve evergreen trees (5'- 6') be planted on the west property line <br />for screening within March 1, 1996,. <br />6. Applicant shall provide the City with the specific property <br />description for the parcel to which the special use permit is to <br />apply. <br />All aye, motion passed. <br />AMENDED SPECIAL USE PERMIT -- BAL 1) EAGLE SPORTSMEN ASSOCIATION <br />A public hearing was held to consider the request of Bald Eagle <br />Sportsmen's Association to amend their special use permit for operation of <br />a shooting range in the east 1/2 of the southwest 1/4 of Section 33, T31, <br />R21W. The amendments requested would allow construction of a 40' X 12' <br />addition to an existing building on site to be used for equipment storage, <br />allow for one DCM shoot in September, replacing a similar shoot authorized <br />in October, and to clarify Item No. 21 of the current permit to allow for <br />black powder firearms on the site. <br />Mr. Gene Schutte, President of the association presented to the Planning <br />commission with a history of the club, their current SUP, and other <br />background information. <br />Numerous area residents expressed their concern for construction of a <br />permanent building for storage implying a more permanent use. They also <br />suggested that there may have been a reason for the DCM shoot being held <br />in October. Residents vehemently opposed the black powder firearms <br />stating that the club was given the opportunity to shoot black powder <br />firearms years ago and the club relinquished that right several years ago. <br />Commission members suggested obtaining requirements from other communities <br />regarding gun clubs, compiling complaints within the last 3 years, provide <br />notices to area residents for review of SUP, determine why the DCM shoot <br />was originally scheduled in October. Certain members requested a <br />demonstration of the black powder firearms before they made a <br />recommendation on this issue. Other residents supported the club stating <br />that they are members and appreciate having the club in the area. The <br />
