Minutes - 3/22/95 <br />Page Four <br />SEMLER HOMES --- CONCF*.:P'T REVIEW <br />Tony Emmerich representing Semler Homes requested a concept review for a <br />proposed townhome development east of Highway 61 on Egg Lake Road. The <br />Planning Commission, through discussion, indicated the following concerns <br />with the proposal. <br />1. The impact of the street access proposed on the level of safety <br />on County Rd. 8A. <br />2. The need for an integrated and detailed landscaping plan for the <br />development. <br />3. The potential for future connection of the main street in the <br />development to the south and the implication of the street <br />becoming a permanent dead end. <br />4. The need for recreational facilities and open space in accordance <br />with City ordinance. <br />5. The impact of expected demographics of the development on the <br />recreational facilities. <br />6. The number of units proposed may be excessive for the site. <br />7. The offstreet parking areas being discussed may be excessive and <br />lead to unnecessary paving which creates an industrial appearance <br />to the development. <br />8. Is part of the landscaping plan buffering the proposed <br />development from existing residential to the east and commercial <br />development to the west? <br />9. Ponding and potential wetland mitigation impacts on the proposed <br />development. <br />10. The number and proximity of the private streets in the <br />development may pose a traffic problem. <br />The Planning Commission generally indicated that the placement of <br />townhomes in this location, given its high water table which may require <br />slab on grade construction and the commercial property to the west, may be <br />acceptable, but that substantial detail (especially in the area of the <br />maintenance of open space, buffering, and park areas) would be necessary <br />to make the final determination. <br />Peltier requested the Planning Commission consider recessing the meeting <br />in order to allow the Planning Commission to attend the black powder shoot <br />at the Bald Eagle Sportsmen's Association facility, as previously <br />discussed by the Planning Commission. <br />
