Minutes - April 26, 1.995 <br />Page 3 <br />Commissioner Schumann suggested they have the Rice Creek Watershed <br />review the site to determine if additional water retention areas should be <br />included. <br />Motion made by Kellison, seconded by Peltier to recommend approval of the <br />request of Lessard/Nyren Utilities, Inc., 17.385 Forest Blvd. to use their <br />property as exterior storage as defined on the site plan dated 4-27-95 <br />subject to the following conditions. <br />1. The lot is improved by landscaping, grading, surfacing of the storage <br />area, and surfacing of access drives. <br />2. All yard requirements of the ordinance are met. <br />3. Secure fencing of the storage area is provided if materials to be <br />stored are in any way hazardous to the public. <br />4. Screening of the storage area is provided to the lots adjacent to a <br />zoning district with a more restrictive classification. <br />5. Applicant shall secure all approvals required from the Rice Creek <br />Watershed District for any extra runoff from the site. <br />6. All pine trees to be installed are to be 5 to 6 feet tall except at <br />the east property line where seedlings may be planted. All pine trees <br />shall be maintained and show substantial healthy growth for a minimum <br />of one year. <br />7. The Special Use Permit shall be reviewed if the property is sold and <br />ownership transferred. <br />8. The exterior storage shall be limited to equipment and materials used <br />by applicant in the installation of underground telecommunications <br />utilities. <br />9. The site shall have no more than 80% impervious surface including <br />buildings, bituminous, and gravel storage areas. <br />All aye, motion passed. <br />Dr. Bill Barrett, 5673 147th St., has requested Site Plan Approval to <br />construct an approximately 4,000 sq. ft. building on his property at the <br />above address. Dr. Barrett's property is divided into two separate <br />parcels. The western parcel adjacent to Trunk Highway 61, is the site of <br />and existing 4,000 sq. ft. building. The proposed building on the east <br />lot, fronting on 147th St. will meet all setback requirements of the <br />City's CB zoning district. <br />The two parcels meet city requirements regarding maximum lot area to be <br />covered with buildings and maximum percentage of lot area to be covered <br />with parking surface for structures of any type. <br />Hugo City Code, Chapter 219-7, requires one parking space for 200 gross <br />sq. ft. of floor area for professional and business buildings. The 41 <br />parking spaces proposed for the site meets the requirements of this <br />ordinance. <br />Dr. Barrett was present and stated that had been informed by his surveyor <br />that the property would not accommodate the building as proposed. Dr. <br />Barrett will review his request and contact the City when he makes a <br />decision on how to proceed. <br />Motion made by Schumann, seconded by Agness to table the request until <br />further notice. <br />All aye, motion passed. <br />
