MINUTES OF' THE HUGO PLANNING COMMISSION - JUNE 22. 1994 <br />The Hugo Planning Commission was called to order by Chairman Peltier at <br />7:00PM. <br />PRESENT: Agness, Schumann, Rubenzer, Kellison, Malaski, Peltier, Carole <br />LaBelle <br />Motion made by Kellison, seconded by Rubenzer to approve the minutes of <br />5-25-94 as amended. All aye, motion passed. <br />Sandy Malaski was sworn in as Planning Commissioner for a term to expire <br />12-31-96. <br />SPECIAL USE PERMIT REQUEST - BYRON ANDERSON <br />Byron Anderson, 15624 Jeffrey Ave., has applied for a Special Use Permit <br />to land treat petroleum contaminated soil on his property. The property <br />is zoned agriculture. Approximately 300 cubic yards would be transported <br />from Lindbeck Auto in White Bear Lake and spread over 3/4 of an acre. <br />Steve Anderson stated that there is approximately 15 gallons of petroleum <br />in the sand to be land treated. James Joslyn, an environmentalist from <br />the MPCA stated that there will be virtually no silting from the spread <br />into nearby ponds. The area is surrounded by grass that would aid in <br />filtering any runoff, which is expected to be none. The oxygen is the <br />agent which helps to eliminate the contaminant, combined with the <br />organisms in the clean soil. The contaminated soil will be disked within <br />48 hours of being spread. The soil is then disked again in the fall. It <br />has been determined that this is the safest and most efficient way of <br />handling contaminated soil. <br />Motion made by Kellison, seconded by Rubenzer, to recommend approval of <br />the Special Use Permit request of Byron Anderson to land spread <br />approximately 300 cubic yards of petroleum contaminated soil on 3/4 of an <br />acre on his property at 15624 Jeffrey Ave. <br />All aye, motion passed. <br />SUBDIVISION REQUEST - D.T. PROPERIJES <br />Richard Tschida, of D.T. Properties has requested to subdivide 8.9 acres <br />into three lots. The property is zoned Retail Business and is located at <br />the northeast intersection of 170th St. and Highway 61. Soil borings and <br />perc tests have been received on all three parcels and require mound <br />systems. <br />Mr. Tschida did not attend the meeting. Members felt there were too many <br />questions regarding access to the property, high water table, types of <br />businesses proposed, and type of construction proposed to make a <br />recommendation on this request. <br />Motion made by Rubenzer, seconded Schumann to table the request of D.T. <br />Properties until July 27, 1994 and the applicant can be present to address <br />the questions stated above. <br />All aye, motion passed. <br />
