-0 <br />, <br />The regular meeting of the Hugo Planning Commission was called to order by <br />Chairman Peltier at 7:00PM. <br />PRESENT: Agness, Schumann, Rubenzer, Malaski, Kellison, Peltier <br />Motion made by Rubenzer, seconded by Malaski to approve the minutes of <br />June 22, 1994 as amended. <br />All aye, motion passed. <br />Richard Tschida of D.T. Properties has requested to subdivide 8.89 acres <br />into three lots at the northeast intersection of Highway 61 and 170th St. <br />The area is zoned Retail Business. The City has not received confirmation <br />from Washington County regarding the adequacy of sites for on site sewage <br />treatment systems. The City also, has not received driveway permits from <br />Washington County for access to County Road 4 or MNDOT for access to Trunk <br />Highway 61. If this subdivision is approved the City will also require <br />legal descriptions for each of the three parcels created. <br />Mr. Dick Tschida stated that he has not filed applications with RCWD or <br />the DNR. He stated that approximately 18" of fill would be required for <br />building pads on the sites. A report from Dale Eklin indicated that <br />seasonal water level is 10" to 12" below grade. Mr. Tschida indicated he <br />will work with the City regarding location of driveway permits and that if <br />a holding pond is required he would comply. White Bear Furniture has <br />expressed interest in a site of his proposed size. <br />Motion made by Schumann, seconded by Kellison to recommend approval of the <br />request of Dick Tschida to subdivide 8.89 acres, zoned retail business, <br />into three lots of approximately 3 acres each subject to the following <br />special conditions. <br />1. Driveway access be obtained from <br />by city staff. <br />2. RCWD and DNR permits be obtained <br />All aye, motion passed. <br />the county and/or MNDOT and approved <br />if required prior to approval. <br />A public hearing was held to consider the application of Mr. William <br />Schifsky to subdivide approximately 2.1 acres from his industrial zoned <br />property, located at 5885 165th St. North. The proposed parcel is to be <br />transferred to Garland & Kevin Vacinek, 5855 165th St., as expansion space <br />for their concrete yard ornament manufacturing business. The City <br />requires a legal description for the 2.1 acres to be subdivided from Mr. <br />Schifsky's property, a legal description combining the subdivided property <br />with the Vacinek property and confirmation of the public easements by the <br />Rice Creek Watershed District. <br />Kevin and Garland Vacinek stated they would combine the 2.1 acre parcel <br />with their existing property. <br />
