P.C. Minutes - August 24, 1.994 <br />Page 2 <br />Commissioner Schumann informed the Commission that Mr. Storm has requested <br />that this issue be tabled until September 28, 1994. <br />Chairman Peltier called the public hearing to order. There were no public <br />comments. <br />Motion made by Kellison, seconded by Agness to recess the public hearing <br />until September 28, 1994. <br />All aye, motion passed. <br />REZONING/MINOR SUBDIVISION/VARIANCE - YOUNG <br />Terrance and Josephine Young, 17396 Ingersoll Ave. No., have applied for <br />rezoning, subdivision and variance pertaining to their property located in <br />the southwest quadrant of Ingersoll Ave. and 175th St. The area is <br />currently zoned Conservancy. The Young's intention is to rezone to <br />agriculture, subdivide into one lot of 10.9 acres and one lot of 9.1 <br />acres. The permit has been received from the RCWD, as well as statements <br />of suitability for septic sites on each lot from Washington County. The <br />Young's requested a variance to lot size for parcel A, in order to align <br />the property description with the north quarter section line. <br />Commissioners Agness, Malaski and Kellison expressed their concern <br />regarding rezoning 20 acres which is largely wetland. Commissioners <br />Peltier and Schumann felt that the applicants have met the burden of proof <br />that the property is suitable for two homesites, providing a permit from <br />RCWD and septic approvals from Washington County. <br />Motion made by Schumann, seconded by Peltier to recommend approval of the <br />request of Terrance and Josephine Young, to rezone 20 acres from <br />Conservancy to Agricultural. <br />AYE: Schumann, Peltier <br />NAY: Malaski, Agness, Kellison <br />Motion failed. <br />Commissioners expressed concern that the Richard Granger fast food <br />restaurant site plan was not referred to the Planning Commission. Mr. <br />Mwseus stated that the Council has the option to refer the plan to the <br />planning commission or act on the request without a recommendation. The <br />Planning Commission requested that they have the opportunity to review <br />site plans, as well as other applications. <br />Motion made by Agness, seconded by Schumann to adjourn at 8:45. <br />&4-� C e <br />Carole LaBelle, Secretary <br />Hugo Planning Commission <br />
