MINUTES OF THE HUGO PLANNING COMMISSION <br />August 25, 1993 <br />The regular meeting of the Hugo Planning Commission was called to order at <br />7:05PM. <br />PRESENT: Davis, Schumann, Rubenzer, Peltier, Administrator Museus, Carole <br />LaBelle <br />ABSENT: Oswald, Olson, Agness <br />Motion made by Davis, seconded by Rubenzer to approve the minutes of July <br />28, 1993 as amended. <br />AYE: Davis, Rubenzer, Peltier <br />ABSTAIN: Schumann <br />David Schumann was sworn in as Planning Commissioner. <br />PUBLIC HEARING - B. SNELL- SUP <br />Brad and Audrey Snell have applied for a special use permit to exceed the <br />permitted accessory storage on their property at 14927 Forest Blvd. No. <br />Mr. Snell would like to construct an 864 sq. ft. garage on their property <br />while maintaining an additional 548 sq. ft. of accessory buildings, <br />exceeding the allowable limit by 202 sq. ft. They are permitted a 1,000 <br />sq. ft. garage, and 260 sq. ft. of accessory storage in an SFU district. <br />Motion made by Rubenzer, seconded by Peltier to recommend approval of the <br />special use permit request of Brad & Audrey Snell to construct an 864 sq. <br />ft. accessory building on their property at 14927 Forest Blvd. subject to <br />the following conditions: <br />1. Owner provide a financial deposit in the amount of $1,000 to ensure <br />the removal of the existing 12 X 14 building. <br />2. The removal of the 12 X 14 building must be removed within 60 days of <br />completion of the the 24' X 36' building. <br />All aye, motion passed. <br />PUBLIC HEARING - CHALUPSKY/STORM SUP <br />Grover Storm and Lloyd & Vicky Chalupsky have applied for a special use <br />permit to construct a garage on part of the southwest 1/4 of the southeast <br />1/4, Section 27, T31N, R21W, Washington County, Minnesota without a home <br />on the parcel. The Chalupsky's are purchasing the property from Mr. Storm <br />on a contract for deed and are living on an adjacent parcel. City code <br />Chapter 320-5, Subd. H. (1), states that no accessory building or use <br />shall be constructed or developed on a lot prior to construction of a <br />principal building to which it is accessory, except by special use <br />Permit. The Chalupsky's have an ownership interest in both parcels and <br />have indicated their intent to maintain ownership of both parcels. The <br />City is at risk in granting this special use permit in that at some future <br />date the parcel with the accessory building may be sold independently from <br />the Chalupsky's home. <br />
