MINUTES OF THE REGULAR MEETING OF THE HU(30 PLANNING COMMISSION <br />February 26, 1992 <br />The regular meeting was called to order by Chairperson Peltier at 7:00P11. <br />PRESENT: David, Rubenzer, Oswald, Olson, Peltier <br />ABSENT: Mezzano <br />Motion made by Davis, seconded by Olson to approve the minutes of January <br />22, 1992 as amended. <br />All aye, motion passed. <br />MUSA AMENDMENT -- MERILA & ASSOCIATES <br />Commissioner Rubenzer reviewed this application with the Planning <br />Commission. Mr. Rubenzer stated that the public hearing will be held this <br />evening to secure input on a proposal by Marty Wegleitner and Kenco <br />Construction to expand the City's Municipal Urban Service Area to <br />accommodate the Rice Lake Meadows Planned Unit Development Proposal. The <br />City has approved the Planned Unit Development concept for Rice Lake <br />Meadows, however there is a portion of the proposal in question that is <br />outside of the City's Municipal Urban Service Area. If recommended by the � <br />Planning Commission, application would be submitted to the Metropolitan <br />Council for their review and approval. It is the intent to realign the <br />MUSA line in the areas lying between Geneva Ave. No. and Goodview Ave. No. <br />from a line 660 ft. south of the center line of 145th St. to a line 1,000 <br />ft. north of the centerline of 145th St. This realignment of the MUSA <br />line coincides more closely with the location of the Rice Lake Meadows <br />Planned Unit Development. The MUSA will be increased by approximately <br />17.5 acres consisting of 15.3 acres of upland and 2.2 acres of type 2 <br />wetlands. None of the wetland areas are being developed, while only 8.4 <br />acres of the upland areas are proposed to be developed into 28 lots under <br />a 120 unit Planned Unit Development for the 60.3 acre PUD. The enclosed | <br />" | <br />current plan map" identifies the current MUSA line, while the "proposed ' <br />plan map" reflects the proposed MUSA line. The staff feels that the <br />request in question involves a rather small parcel of land and the <br />addition of this area to the MUSA will result in only minimal changes in <br />Metropolitan Service demand. | <br />Mr. Ken Weber, with theKuusisto Engineering firm was present to review <br />this request in more detail with the Planning Commission. Mr. Weber <br />stated that this change in the MUSA is a net increase of 5.1 acres. <br />Area residents were concerned that this addition would delete another area <br />which might be suitable for development. Marvin LaValle questioned what <br />effect this would have on those residents who have already paid a SAC <br />charge and whether there will be adequate service when and if these <br />residents are ready for utility hook-up. Mr. Weber stated that the City <br />is billed on metered volume and the City is far from reaching its allotted <br />capacity. Mr. Weber informed the Commission that the amendment monitors <br />the growth of the area and the revision in boundaries is more logical than <br />current boundaries. | <br />Motion made by Rubenzer, seconded by Olson to recommend approval of the <br />MUSA Amendment for Rice Lake Meadows Planned Unit Development as per <br />Information Submission for Minor Comprehensive Plan Amendments, Figure 3. <br />All aye, motion passed. <br />
