Minutes - February 26, 1992 <br />Page 2 <br />The Planning Commission reviewed the request of Mr. Robert Bramstedt and <br />Tom Connolly, for a Minor Subdivision and waiver of formal platting <br />requirements to subdivide a 7.055 acre tract of land identified as 17385 <br />North Forest Blvd., Hugo, Minnesota. The property in question is located <br />east of Highway 61 and approximately 508 ft. south of 175th St. It is <br />the applicants intent to subdivide the industrially zoned parcel in <br />question into three tracts of land for development purposes. Currently <br />there is a building located on Parcel B of the proposed certificate of <br />survey. The property was rezoned from Retail Business to Industrial in <br />1991 by the City. In reviewing this survey it appears that the lots meet <br />all dimensional requirements for industrial zones. If the Planning <br />Commission feels this request is consistent with the City's Comprehensive <br />Plan and development in the surrounding area, we would recommend that <br />Planning Commission action be subject to special conditions. <br />Ms. Lori Flanagan was present and expressed her concern that additional <br />structures on the described property (Parcel C) would create additional <br />flooding on her property. Mr. Bramstedt stated that the drainage system <br />identified on the site plan has been approved by Rice Creek Watershed <br />District and the City of Hugo and was inspected but he did not specify by <br />whom. Mr. Bramstedt felt that any development on Parcel C would be done <br />on the western portion of the lot and would not create more surface water <br />on the Flanagan's property which is east of said parcel. Mr. Bramstedt <br />added he did not object to any of the proposed special conditions. Ms. <br />Flanagan does not oppose the subdivision but would like some assurance <br />that further development will not flood her property. <br />Davis made motion, seconded by Rubenzer to recommend approval of the <br />request of Bob Bramstedt and Tom Connolly to subdivide 7.055 acres <br />(93005-2333) into three lots, two of 2+ acres and one of 3+ acres, zoned <br />industrial, subject to the following special conditions: <br />1. The survey must be submitted to the city council within 90 days of <br />preliminary survey acceptance or planning commission approval shall be <br />null and void. <br />2. Survey approval shall be contingent upon compliance with the survey <br />conditions, as well as, the grading, stormwater drainage, and utility <br />plans. <br />3. All conditions of survey approval must be met prior to the stamping of <br />any deeds for recording by the city clerk unless otherwise permitted <br />by council action. <br />4. The property lines on site must be identified by the applicants to <br />assure proper setbacks when buildings are to be constructed if <br />required by the building inspector. All lots must be properly staked <br />5. Proposed driveways or drainage areas within the development must <br />include installation of a minimum 15" diameter corrugated metal <br />culvert in a manner acceptable to the city. <br />6. No building permits shall be issued until the survey has been approved <br />and recorded with Washington County. <br />7. The securing of the required permits from the watershed district, <br />prior to final survey approval. <br />8. All fees relating to this subdivision shall be paid by the applicant <br />including the cost of recording documents with Washington County. i <br />
