The regular meeting was called to order by Chairman Peltier at 7:03PM. <br />PRESENT: Mezzano, Agness, Davis, Oswald, Olson, Peltier, Administrator <br />Museus, Carole LaBelle <br />ABSENT: Rubenzer <br />Administrator Museus stated that on June 24th, the Planning Commission <br />conducted a public hearing regarding the request of John Malinke to rezone <br />77.9 acres from Agricultural to RR2. The Planning Commission tabled <br />discussion of this matter in order to review the City's comprehensive <br />plan. By ordinance, if the Planning Commission does not take action on <br />this request at this meeting, the matter will be forwarded to the City <br />Council without recommendation. <br />The Planning Commission determined that this request was not consistent <br />with the intent of the comprehensive plan, which would be to maintain a <br />larger lot density north of CSAH 8A. Several members felt a rezoning to <br />five acre lot size would be detrimental to the rural character of the <br />City. <br />Motion made by Davis, seconded by Olson to recommend denial of the request <br />of John Malinke to rezone 27.9 acres from Agriculture to RR2 because the <br />request was not consistent with the current comprehensive plan. <br />All aye, motion carried. <br />Administrator Museus stated that William and Patricia Wittman have <br />submitted an application to subdivide a 40 acre tract of land into two <br />parcels. One 30 acre parcel which they will retain ownership of and one <br />ten acre parcel which they will sell to an adjacent property owner. The <br />property in question is zoned Agriculture. The City of Hugo has received <br />a memorandum of sale executed by the Wittman's and Robert and Jill <br />Fahnhorst who will be purchasing the property. In order to avoid creating <br />a landlocked parcel, the ten acres being subdivided should be recorded as <br />part of the existing parcel owned by the Fahnhorsts. <br />Motion made by Oswald, seconded by Davis to recommend approval of the <br />request of William Wittman to subdivide a 40 acre parcel into one 30 acre <br />parcel and one ten acre parcel which will be purchased by Robert and Jill <br />Fahnhorst and combined with their existing parcel (93022-2600) and waiver <br />of the parkland dedication fee as there is no additional lot being <br />created. <br />All aye, motion carried. <br />
