Minutes - Augsut 26, 1992 <br />Page 3 <br />Parcel E: That part of the east 1/2 of the southeast 1/4 of Section 28, <br />T31, R21, Washington County, Minnesota lying west of the east 43 rods <br />(709.50 ft.) and lying north of the centerline of the Stillwater and <br />Centerville Rd., now known as 132nd 8t. No., except that part thereof <br />described as follows; Commencing at a point on said centerline distant <br />400.00 feet west of the east line of said southeast 1/4, as measured along <br />said centerline; thence northerly and parallel with said east line 450.00 <br />ft; thence westerly parallel with said centerline 485.00 feet; thence <br />southerly parallel with said east line 450 ft, more or less to said <br />centerline; thence easterly along said centerline to the point of <br />beginning. <br />All aye, motion passed. <br />Ms. Ellen St. Sauver has applied to the City to subdivide 79 acres into <br />two ten acre parcels and one 59 acre parcel. All three parcels exceed the <br />ten acre requirement of the City of Hugo's subdivision regulations for an <br />agricultural district. The Rice Creek Watershed District has approved the <br />subdivision with the condition that certain ponding and flowage easements <br />be established for the wetlands on the 79 acre parcel. No comment has <br />been received from the DNR, though the DNR protected wetlands recorded on <br />this property is subject to a ponding and flowage easement established by <br />the watershed management district. Parcel B is the location of an <br />existing homestead. The City is in receipt of an improved septic system <br />plan for parcel C (10 ac.). No percolation test has been received for <br />parcel C (59 acres). <br />Motion made by Mezzano, seconded by Olson to recommend approval of the <br />request of Ellen St. Sauver to subdivide 79 acres into two 10 acre <br />parcels, and one 59 acre parcel. Legally described as follows: <br />The North half of the northwest 1/4, Section 13, T31N, R21W, Washington <br />County, Minnesota. Subject to Jeffrey Ave. North along the west line. <br />Subject to the existing Northern States Power Company easements. Subject <br />to and together with any other valid easements, restrictions and <br />reservations. <br />All aye, motion passed. <br />Mr. Lloyd Duraine had requested an opportunity to visit with the <br />commission regarding a possible rezoning and subdivision. Mr. Duraine was <br />not in attendance. <br />Chairperson Peltier moved to table this discussion until September 23, <br />1992, seconded by Davis. <br />All aye, motion passed. <br />Motion made by Agness, seconded by Peltier to recommend to the City <br />Council to approve an ordinance amending Chapter 320 (zoning) of the City <br />of Hugo's municipal code allowing private garages up to 1,000 sq. ft. as <br />detailed in the ordinance. <br />All aye, motion passed. <br />
